Norwegian Refugee Council (NRC) has been present in Somalia since early
2004 and has since expanded its Horn of Africa Programme to Kenya in 2006 and
later to Ethiopia, Yemen, Djibouti, Eritrea and incorporated Uganda. The
Regional Office is based in Nairobi, Kenya.

Norwegian Refugee Council (NRC) has been implementing projects for
internally displaced people and Refugees in Northern Uganda and West Nile
respectively, since 1987. Having smoothly phased-out these projects, NRC is
currently making all the necessary preparations to begin new interventions in
Education and Food Security to address the needs and rights of refugees in West
Nile, mainly in Adjumani and Arua districts.

project activities and liaise with Government, UN and implementing partners
operating in Adjumani and Arua refugee settlements.

Key Duties and
Responsibilities:
Responsibilities:
1. Human Resources:
- Implement and train staff in NRC’s HR
policies and procedures at the office - Ensure compliance with NRC policies and
the local labor law in all procedures and processes - Mentor, train and develop eventual HR
staff at the office - Coordinate staff recruitment and exits,
introductions, trainings, staff benefits etc. on office level - Coordinate with relevant partners,
suppliers, authorities, lawyers etc. - Ensure that staff records are up to date
and filed appropriately - Ensure reporting, documenting and payment
of staff benefits, social security, taxes etc. - Compile and send periodic HR reports
- Ensure correct staff pay roll
- Advise and support line managers staff in
HR processes
2. Administration:
- Implement and maintain NRC’s
administrative systems and procedures - Ensure compliance and adherence to NRC’s
policies and procedures - Supervise, train and develop
administration team - Ensure a well functioning reception, clean
office premises and serving of refreshments/meals according to standards - Implement and maintain a filing system for
all administrative documents according to procedures - Initiate and maintain licenses, leases and
contracts with relevant authorities and suppliers - Responsible for the processing of work
permits, visas and other related permits - General follow up of the NRC office and
houses/apartments and ensure that utility bills are paid - Carry out periodic inventory audits
Qualifications, Skills and
Experience:
Experience:
- The applicant should possess a good
bachelor’s degree in Human Resource Management/Administration - Five or more years’ experience from
working as Human Resource Officer in a humanitarian/recovery context - Good knowledge of labour laws in Uganda
- Excellent planning and results-oriented
skills - Skills in empowering and building trust
- Excellent analytical skills
