About Us:
The Government of Uganda
through the Office of the Prime Minister has received credit financing from the
Islamic Development Bank (IDB), for the Dry Lands Integrated Development
Project to be implemented in the Karamoja Sub region (Project reference number
UG-0082-83). The Office of the Prime Minister will implement the Drylands
Integrated Development Project through Millennium Promise Alliance Inc. an
International Non-Profit Organisation solely committed to supporting the
achievement of the Millennium Development Goals through the Millennium Villages
Projects (MVPs) in 10 countries across Sub-Saharan Africa. The Dry Lands
Integrated Development Project will implement multi sectoral interventions
aimed at holistically addressing challenges faced by pastoralist communities
that directly contribute to the objective of reducing vulnerability, building
resilience, and accelerating the achievements of the UN Millennium Development
Goals mainly in the districts of Moroto, Napak, Nakapiripiriti and Amudat.
Job Summary: The
Agriculture and Environment Agriculture and Environment Specialist   will be responsible for overseeing the field
execution of agriculture and environment interventions in accordance with
approved work plans and budgets. As a subject matter specialist, he/she will
provide technical guidance of the sector and ensure timely delivery of the
sector outputs
Key Duties and Responsibilities: 
  • Plan,
    manage, coordinate and ensure achievement of performance targets for all
    agricultural development activities in MVP
  • Develop,
    manage and nurture effective partnerships with National, District and
    other local government authorities responsible for agricultural research,
    extension, input technology, planning and policy.
  • Develop,
    manage and nurture effective partnership with NGOs, CBOs, private sector and
    donors that are active in the agricultural sector.
  • Identify
    and promote proven agricultural technologies and support services that
    have the potential to increase productivity, diversification and income.
  • Ensure
    close co-ordination with other sector leaders in the MVP to capture
    synergies across Sectors.
  • Ensuring
    agricultural interventions are integrated with the Business Development,
    Nutrition and other project interventions in order to maximize impact on
    household income and nutrition.
  • Work
    with the Livestock sector in addressing animal Nutrition Targets
  • Supervise
    the work of agricultural facilitators and technicians
  • Organize
    and undertake capacity building activities such as trainings and workshops
    targeting District extension staff, Sector staff, MVP staff, farmer
    groups, and other stakeholders.
  • Steer
    the analysis of agricultural successes and failures within the project and
    ensure approaches are refined and implemented in line with the learning.
  • Ensure
    appropriate reporting procedures are followed: weekly, monthly, quarterly,
    half yearly and annually.
  • Support
    the M&E in coordinating and conducting the assessment, monitoring and
    evaluation of agricultural activities in the Cluster.
Qualifications, Skills and Experience: 
  • The
    candidate should hold a bachelor’s degree in Agriculture, rural
    development or natural resource management with 7 years’ Experience, or a
    Master’s Degree with four years’ experience with at least 2 years of the
    above spent at head of Department/ Division Level.
  • Prior
    experience in Agricultural Extension and/or Research with practical
    experience at the grass root level, in increasing crop yields
  • Proven
    experience in conservation agriculture and environmental management
  • Past
    experience in dryland agriculture and implementation of agricultural water
    management techniques
    Demonstrated knowledge of agriculture data collection techniques including
    for yield date estimates, soil sampling, market prices and output), data
    analysis and interpretation using a variety of computer packages.
  • Sound
    knowledge of designing and delivering extension services including using
    demonstration and experimentation plots for crops, livestock trees.
  • Experience
    in small scale and medium scale agricultural techniques
  • Willingness
    and ability to work in the field 70% of the time; and
  • Excellent
    communication and writing skills
  • Knowledge
    of Karamoja working environment and language is a strong added advantage
    tor this position.
