About Us:
The Government of Uganda
through the Office of the Prime Minister has received credit financing from the
Islamic Development Bank (IDB), for the Dry Lands Integrated Development
Project to be implemented in the Karamoja Sub region (Project reference number
UG-0082-83). The Office of the Prime Minister will implement the Drylands
Integrated Development Project through Millennium Promise Alliance Inc. an
International Non-Profit Organisation solely committed to supporting the
achievement of the Millennium Development Goals through the Millennium Villages
Projects (MVPs) in 10 countries across Sub-Saharan Africa. The Dry Lands
Integrated Development Project will implement multi sectoral interventions
aimed at holistically addressing challenges faced by pastoralist communities
that directly contribute to the objective of reducing vulnerability, building
resilience, and accelerating the achievements of the UN Millennium Development
Goals mainly in the districts of Moroto, Napak, Nakapiripiriti and Amudat.
Job Summary: The Enterprise
& Cooperative Development Specialist will steer the process of
re-activation and/or formation of cooperatives and other legal business
organizations in the cluster leading to the establishment of viable, strong and
sustainable legal institutions with a business acumen to serve the interests of
community members. S/he will further lead the implementation of interventions
aimed at transforming subsistence fanning to business enterprises with on-farm
and off-farm income opportunities. S/he will be responsible for overseeing the
execution of Enterprise and cooperatives development interventions in
accordance with approved work plans and budgets. As a subject matter
specialist, he/she will provide technical guidance of the sector and ensure
timely delivery of the sector outputs
Key Duties and Responsibilities: 
  • Plan,
    manage, coordinate and ensure achievement of performance targets for all
    Enterprise and cooperatives’ sector development activities
  • Actively
    facilitate the formation, capacity building, and profitable functioning of
    cooperatives, businesses, and common interests groups and ensure proper
    market linkages and development of value chains based on cooperative
    principles and values
  • Facilitate
    the development and implementation of business plans for
    co-operative/groups:
  • Provides
    Technical Advice in all areas of business development and cooperatives
  • Facilitate
    Strategic Alliances and Partnership fostering the success of formed
    Institutions
  • Facilitate
    the Development, management and nurturing of effective partnerships with
    National, District and other local government authorities in areas of
    local economic development.
  • Develop,
    manage and nurture effective partnership with NGOs, CBOs, private sector
    and donors that are active in Business development and sustainability.
  • Work
    hand in hand with the agriculture and Livestock sectors to ensure their
    interventions are integrated with the Business Development in order to
    maximize impact on household income.
  • Supervise
    the work of Enterprise and cooperatives facilitators and Assistants
  • Organize
    and undertake capacity building activities such as trainings and workshops
    targeting District extension staff, Sector staff, MVP staff, farmer
    groups, cooperative members and other stakeholders.
  • Guide
    community business groups in formulation of fundable business plans
  • Ensure
    all the activities of other sectors duly build in the component of
    sustainability and effective business management right from the start of
    activities. 
Qualifications, Skills and Experience: 
  • The
    applicant should hold a Bachelor’s degree in business administration,
    Rural Economics, Development Economics, Agricultural Economics with seven  years’ experience or an advanced degree
    with 4 years’ experience of which at least 2 should have been spent at
    head of department level or the equivalent.
  • Prior
    experience in cooperatives formation and management is a must.
  • Experience
    in building capacity of cooperatives is a must.
  • Past
    exposure and experience working with financial institutions and other
    business related environment.
  • The
    candidate needs to have experience in managing multiple partnerships.
  • Experience
    in rural and semi urban microfinance
  • Demonstrated
    knowledge of business data collection techniques and data analysis and
    interpretation using a variety of computer packages.
  • Computer
    literacy in word processing and spreadsheets.
  • Good
    and effective communication skills.
  • Excellent
    interpersonal skills that build trust and confidence in order to motivate,
    influence and pursued others.
  • Ability
    to work well under pressure and effectively handle multiple, concurrent
    demands and appropriately prioritise responsibilities.
  • Proven
    experience in working with Rural business groups.
  • Willingness
    and ability to work in the field tor at least 70% of the time.
