About UCU: 
Uganda Christian University was founded when the historic Bishop Tucker Theological College was promoted as a university in 1997. Bishop Tucker Theological College trained clergy and educators during its 84-year history from 1913-1997. The local chief, Hamu Mukasa, granted land for the college to operate in Mukono. International partnerships were part of the College’s missionary history. The Church Mission Society teamed with Ugandan leaders and others to assure the College had the necessary intellectual and other capital. By the late 1990s, the Church of Uganda sought to have a broader impact on society through the higher education – not only of clergy but of other professionals as well. Uganda Christian University was established in 1997.
Job Summary: The incumbent will mainly be responsible for the initiation, development and implementation of Human Resource systems and processes in line with the University’s Strategic plan compliant with the Employment Act 2006 and labours laws of Uganda.
Key Duties and Responsibilities:
  • Develop systems and procedures to attract, develop and retain qualified and experienced staff, manage the appraisal system and ensure good work ethos and adherence to approved policies in line with the employment Law
  • Develop and monitor a Human Resource annual strategic plan for the University.
  • Develop the annual Development Budget for the Directorate and monitor the utilization of the financial Resource in line with the financial regulations.
  • Develop work targets for the Human Resource Directorate
  • Offer administrative support and guidance to Academic Promotion Committee, Staff Development Committee, Search Committees and Staff Tribunal Committee.
  • Secretary to all the committees that deal with human resource issues
  • Manage employee relations, welfare and benefits
  • Offer technical advice and counsel on Human Resource Management issues to employees, directors, heads of departments / faculties and other interested stakeholders
  • Carry out job analysis / design and competence profiling to improve performance
  • Initiate and review Human Resource Policies in the University’s strategic plan
  • Mentor and coach the Directorate staff in line with the Human strategic objectives
  • Link the Directorate of Human Resource & Administration with other units of the University and the public in line with the University mission
  • Develop, implement and monitor Organizational Development and change management systems and strategies in line with the university strategic plan
  • Ensure an auditable recruitment process across the University and its Campuses
  • Formulate strategies of attracting, developing, rewarding, promoting and retaining highly skilled staff members.
  • Represent the University on all issues pertaining to personal issues or concerns.
  • Ensure that all queries, complaints and requests for information from staff, students and other stakeholders were dealt with promptly and that all necessary follow up actions were completed satisfactorily in writing, email or by telephone, as deemed appropriate.
  • Perform any other official duties and responsibilities as assigned by the Supervisor
Qualifications, Skills and Experience:
  • The applicant should possess a Master’s degree in any of the following disciplines: Human Resource Management or Business Administration (Human Resource or Leadership specialization) or Industrial Psychology or Organizational Behaviour or related area from an accredited institution of Higher Learning.
  • The applicant must also possess a Bachelor’s degree (at least 2:1) in any of the following disciplines: Human Resource Management or Business Administration (Human Resource specialization preferred) or Industrial Psychology or Organizational Behaviour or related area from a recognized accredited institution of Higher Learning.
  • A minimum of three (3) years’ working experience post master’s qualification in a busy Human Resource Directorate /Department / Function.
  • Highly computer literate with proficiency in word processing, use of spreadsheets and PowerPoint.
  • Past experience in taking minutes and records management.
  • Excellent interpersonal skills especially when dealing with clients or stakeholders.
  • Must be a person of high integrity with an excellent working ethic.
  • Must be able to work under pressure to meet deadlines and be available to work after normal working hours.
  • Must be a committed practicing Christian
