Job Summary: The Officer Human Resources will be responsible for the implementation and provision of support to the Human Resource functions and Strategies in line with the Human Resource Manual of the Uganda Red Cross Society.
Key Duties and Responsibilities: 
  • Support the development, review, interpretation and implementation of the URCS Human Resource policies and procedures and ensures consistency and harmony with the Global HR framework and National Labour legislation.
  • Offers assistance and direction on the use and interpretation of the Human Resource Manual to staff members.
  • Maintains and regularly updates Personnel records as well as maintaining the Human Resource Information system.
  • Assists in the Management of staff benefits in compliance with URCS policies.
  • Assists in the implementation of the result based performance management system including facilitating feedback and development processes.
  • Supports the development and implementation of frameworks for recruitment, selection, induction and orientation processes in line with organization requirements and contribute to the development and execution of a plan for acquiring and developing key talent.
  • Designs and oversees the implementation of an orientation process for all new employees.
  • Compiles and prepares timely quarterly departmental reports in accordance with URCS guidelines.
  • Effectively perform all transactional/day to day HR roles within the department.
Qualifications, Skills and Experience: 
  • The applicant should preferably hold a bachelor’s degree in Organizational Psychology, Organizational Development, Human Resource Management, Public Administration and Business Administration;
  • A post graduate qualification in Human Resources Management is a requirement;
  • Extensive knowledge and utilization of the Inspire HRIS – a must.
  • Possession of at least three (3) years’ hands on experience in a similar position preferably from a busy humanitarian organization.
  • Excellent knowledge and competencies in OD interventions; Labor/Administrative Laws of Uganda.
  • The applicant should be a system-oriented person with high sense of judgment;
  • Excellent problem solving and communications skills. Result oriented and analytical; with particular attention to details and confidentiality.
  • Computer literacy skills i.e. proficiency in MS Office applications, word, excel, PowerPoint, Spread sheets
