communicable diseases in Africa and Southeast Asia. Malaria Consortium works
with communities, government and non-government agencies, academic
institutions, and local and international organisations to improve the health
of the population and the capacity of national health systems. It ensures that
good evidence supports delivery of effective services and evidence-based
decision-making by providing technical support for monitoring and evaluating
programmes and activities. In the recent years, the organisation has undergone
significant expansion, thus requiring robust and effective systems to meet the
new challenges.
Administration Manager will technically support all financial matters in
a recently awarded a grant from UNITAID to implement a large-scale initiative
in seven countries in West Africa with six partners with a total value of USD
67million. The Finance and Administration Manager will also oversee all project
financial systems and standard operating procedures, monitor budgets, manage
monthly financial statements and forecasts, maintain rolling cash flow
projection, including bills payable, and manage payments to sub-grantees as per
contractual obligations. The Finance and Administration Manager will offer
financial support to the three countries where Malaria Consortium will
implement the project and oversee the sub-granting mechanism to five partner
organisations.
Responsibilities:
- Oversee all administrative, operational
and financial management systems according to Malaria Consortium’s
standard operating procedures - Ensure compliance with UNITAID’s
established regulations. - Evaluate the financial impact of
management decisions, ensuring that the donor receives value for money and
that all financial transactions undertaken are in line with Malaria
Consortium policy and UNITAID established guidelines - Review and analyze the budget for costs
that are allowable, allocable, reasonable and consistent and negotiate
budget. - Maintain grant management policies,
procedures, and practices, and provide policy, guidance, and
interpretation to programme staff and sub-grantees. - Compile and prepare routine financial
reports for the management team and donor. - Develop the annual financial plan and
quarterly forecasts for the project. - Monitor and review budget against actual
costs on a monthly basis, with the Project Director to ensure prompt
correction of errors and resolution of problems. - Ensure smooth operation of technical
efforts and field activities by providing accounting, management and
logistical support to facilitate the implementation of project activities. - Identify financial risks of the project
and prepare and keep updated with the Project Director the project risk
register. - Manage sub-granting mechanism to five
partner organisations. - Oversee the budgeting, reporting and
accounting for the project for the three Malaria Consortium countries of
operation, Burkina Faso, Chad and Nigeria, to ensure timely and accurate
reporting. - Make regular visits to the countries of
operation to ensure compliance with Malaria Consortium and the donor
policies - Ensure project financial reports,
including cash flow requests for UNITAID are prepared according to donor
requirements, and submitted to the Regional office for review prior to
submitting UNITAID. - Actively coordinate the required annual
audits of the project in country and at partners
- The applicant must
possess a good Bachelor’s degree in Accounting, Finance, or related field,
Master’s degree preferred - Be a Qualified
accountant in recognized global body, e.g. ACA, ACCA, CIMA - Working knowledge of
major accounting software, such as PS Financials, Sun, Oracle. - The applicant must be
highly familiar with cost accounting standards and management of sub-contracts
and sub-grants to partners. - Past exposure and
experience working on large scale projects, managing teams across multiple
locations - Excellent
organizational skills with the ability to manage multiple priorities and
deliver to deadlines - Excellent analytical
skills with good attention to detail - Fluency in English
with proven ability to communicate effectively within a multi-cultural
environment - Demonstrated
supervisory skills, and ability to work effectively within teams - Possess the ability to
develop and interpret standard financial reports (balance sheet, income
statements, cash flow). - Working knowledge of
rules and regulations of donors and their application
