Job Summary: The World
Vision Finance Director will offer overall Leadership and Management of the
Finance Division, develop and implement financial policies; ensure effective
resource acquisition, utilization and safe guarding of assets according to WV
approved policies and procedures and promote financial stewardship,
accountability and accuracy of financial information to be used by Senior
Leadership Team (SLT) in decision making.
Key Duties and
Responsibilities: 
1. Strategic Financial Planning and Management:
  • Actively coordinate and guide the process
    of benchmarking in relation with the approved cost allocation methodology
  • Align partnership budgets between National
    office, projects, grants, MyPBAS and support offices
  • Advise management on strategic resource
    acquisition and allocation in line with Regional Working Group (RWG)
    recommendations approved by the Regional Leader
  • Manage World Vision Uganda National Office
    budget, cash flow and project funding
  • Coordinate the budgeting process as per
    budget guidelines
  • Contribute to the preparation of the
    annual operating plan as per guidelines.
  • Compile and prepare a quarterly analysis
    of the financial situation of the National Office.
  • Promote Financial Accountability and
    reporting
  • Disseminate and share WV partnership and
    National Office Finance policies, guidelines and standards to staff
  • Responsible for the submission of timely,
    accurate and complete relevant reporting.
  • Oversee year-end closing processes
    including year-end reports, appendices and carry forward guidelines.
  • Monitor accountability issues, follow up
    on implementation of audit findings and provide support
2. Financial Risk Management:
  • Develop and give guidance on internal
    controls, review and advise on business improvement
  • Ensure that appropriate financial systems
    and controls are in place to avoid significant audit risk ratings, both at
    the National Office and project levels.
  • Plan for and facilitation of National
    office internal audit and statutory external audit
  • Address all donor, government and World
    Vision International audits
3. Leadership and Management:
  • Actively participate in the NO senior
    management/ Leadership team meetings and represent finance department.
  • Ensure implementation of new partnership
    initiatives involving Finance
  • Ensure competent and motivated staff are
    hired and retained
  • Assist the National Director, Operations,
    board and other Non-finance staff in understanding and interpretation of
    financial statements, partnership policies and procedures
4. Strategic Networks:
  • Develop good networks and relationships
    with other National Offices, 
    Support Offices, other partnership entities, other NGOs and Banking
    entities
  • Attend and actively participate in
    strategic regional meetings
Qualifications, Skills and
Experience: 
 
  • The ideal candidate should possess a
    University Degree/Post Graduate Degree in Accounting/Auditing
  • Professional Accounting Qualification i.e.
    ACCA or CIA or CPA or MBA is preferred
  • At least five years’ managerial experience
    in Finance Management both on Grants and Sponsorship
  • Excellent accounting and financial
    management skills
  • Computer literacy i.e. good working
    knowledge of computerized accounting systems particularly Sun systems and
    Vision XL
  • Past exposure and experience in training
    and/or knowledge transfer would be highly regarded.
