Job Summary: The Monitoring and Evaluation Officer will
guide and make sure that the program activities are effectively planned,
monitored and evaluated  whilst tracking project
progress towards achievement of its objectives, developing data collection
instruments and sampling strategies, on site research and data collection and
writing/editing of reports.
Key Duties and
Responsibilities: 
1. Programme Design and Development:
  • Offer technical oversight in development
    and implementation of evaluation activities
  • Prepare the project’s logical models,
    performance measurement frameworks and data collection tools
  • Make sure that quality monitoring and
    evaluation elements are included in the project design
  • Offer technical support to programme
    department to strengthen the monitoring and evaluation components of the
    project portfolio
  • Ensure monitoring and evaluation
    components are well integrated in the implementation plans of new projects
2. Monitoring and Evaluation:
  • Work closely with the Program Manager to provide
    onsite management of MNCH evaluations and targeted evaluations in the
    field.
  • Assist staff and the PM to ensure that
    lessons learned and recommendations from M&E activities are used to
    modify existing programs and in the design of new activities.
  • Assist with the evaluation of current
    indicator and the identification of new ones
  • Strengthen and support both internal and
    external evaluation processes for 
    the MNCH project
  • Monitor data collection, collation,
    storage, analysis and reporting ensuring that data is audit worthy.
  • Monitor data entry process and ensure
    program staff in MNCH Project and other WVU projects are utilizing the
    data
  • Maintain quality monitoring system in MNCH
    to enable the generation of reports to donors and other stakeholders
3. Capacity Building and Training:
  • Support WVU and partner staff to increase
    their technical capacity in the area of monitoring, evaluation and
    operational research.
  • Offer technical support to partners and
    provincial health authorities to develop their capacity for data analysis,
    use of evaluation tools and processes, and use of data for decision making
    and program design.
4. Operational Research:
  • Devise and develop implementation science
    proposals
  • Develop Internal Review Board/ Research
    Ethics Committee applications and oversee Process ToR
  • Assist in the writing of case studies and
    implementation research proposals
  • Steer the data collection process
  • Assist with data analysis and report
    writing
5. Reporting Responsibilities:
  • Assists in the compilation of: Progress
    towards Objective Reports, Annual Program Reviews, and Semi Annual program
    Reviews, the Evaluation Training Log.
  • Represent and create presentations at
    professional meetings and conferences.
  • Prepare reports and presentations
  • Document lessons learned and best
    practices from programming, including dissemination plans
  • Support regular project reports review for
    submission to the donor and other stakeholders.
Qualifications, Skills and
Experience: 
  • The candidate should preferably hold a
    Bachelor’s degree in Social Science, Statistics, or related field.
  • Possession of a Post Graduate
    qualification in Project Planning, Monitoring and Evaluation 
  • Possess oral communication and writing
    skills.
  • At least three years’ experience in
    Monitoring & Evaluation from an INGO setting
  • Past experience with developing and
    delivering knowledge sharing programs.
  • Previous experience in establishing
    effective partnerships within and outside the organization.
  • Past exposure and experience in working
    with Local Government Health System and Health Management Information
    Systems
  • A mature and committed Christian, able to
    stand above denominational diversities
  • Demonstrated commitment to World Vision’s
