World Action Fund (WAF) Careers – Volunteer Grants and Compliance Manager

Job Summary: The Volunteer
Grants and Compliance Manager will hold the overall responsibility for the
grants unit. The incumbent will serve on a voluntary basis (part time from
home), sometimes in office until such a time grants are got after submission of
successful proposals to the donors, regulations and reporting are followed, the
position can be on full time operation with attractive salary based on the
budget
Key Duties and
Responsibilities: 
1. Grants Administration:
  • Ensure that all WAF grants or contracts in
    Uganda are well-administered (including maintenance of comprehensive grant
    files) and implemented in compliance with the relevant donor regulations
    and WAF procedures.
  • Manage all internal and external reporting
    with programs and finance, ensuring high-quality, well-written and timely
    reports meeting donor and WAF requirements. Maintain close collaboration
    with all relevant departments in preparation of proposals and donor
    reports.
  • Oversee sub-grant tracking, ensuring
    forward planning and preparation for donor report writing, adherence with
    WAF-Uganda requirements and timelines, and timely submission of
    sub-grantee reports.
  • Make sure that sub-grant related
    administrative processes and procedures are standardized and consistently
    implemented throughout the program, including pre-award compliance checks,
    agreements, disbursements, reporting and partner capacity-building.
  • Support program staff in assessing
    partnership opportunities and ensuring that partners receive appropriate
    capacity-building support in relation to their needs.
  • Work closely with operations department in
    ensuring that relevant donor procurement rules are followed for all
    grants.
  • Act as focal point for communications with
    HQ grants administration and compliance functions in Kampala, Uganda.
2. New Business Development:
  • Act as the point person for managing
    responses to business development opportunities, including setting
    calendars for project development and approval. With the Chief Executive
    Director, ensure that the calendars are followed. Be the lead
    writer/coordinator/editor for all concept notes and proposals, as needed.
  • Offer technical guidance and expertise in
    the development of budgets and ensure communication between all
    departments (finance, programs, and operations) in drafting of budgets.
    Assist senior management in donor liaison and communication as requested.
  • Act as focal point for the proposals.
3. Monitoring and Evaluation:
  • Play a key leadership role in the design
    and running of monthly grant monitoring meetings to ensure that grants are
    implemented in compliance with the WAF and relevant donor regulations, to
    ensure strong financial management, to ensure the proper operational
    openings and closings of grants, and to ensure monitoring and evaluation
    of programmatic progress.
  • Support the follow-up to action points
    from these meetings.
  • Support the technical coordinators to
    develop and maintain program monitoring and evaluation tracking tools to
    ensure all sector indicators report monthly progress. Identify and share
    gaps with coordinators.
  • Actively contribute to the development of
    strong data collection and monitoring & evaluation plans within each
    proposal, including well-designed log-frames and indicators, and ensure
    that project indicators are regularly and systematically monitored and
    reported on.
4. Other:
  • Build grant management capacity of field
    staff by facilitating trainings, and providing one-on-one follow up
    support in report writing, proposal development, budget management,
    indicator tracking, WAF-specific tools, and other topics as/if needed.
    Carry out monitoring visits to field locations, security protocols
    permitting.
  • Ensure quality information management
    related to grants by overseeing the regular maintenance of grant files,
    reporting calendars, and updating of internal WAF documentation and Grant
    Unit tools.
  • Act as custodian of documentation of
    institutional knowledge and program activities in coordination with
    relevant sector supervisors and coordinators.
Qualifications, Skills and
Experience: 
  • The ideal candidate should hold a good
    Bachelor’s degree in relevant discipline, Masters degree an asset.
  • At least three years’ international work
    experience in relief or development programs; experience in developing
    countries is preferred.
  • Demonstrated successful experience
    developing projects and writing proposals for public and private donors.
  • Demonstrable knowledge and understanding
    of project planning and management cycles, and strong program design
    skills.
  • Proven high-level performance management
    and team-working skills, with substantial experience in managing multiple
    donors.
  • Past experience in working with European
    and American and other public donors.
  • Ability to work well under,
    administrative, and programmatic pressures.
  • Professional fluency in spoken and written
    English; able to communicate concisely and with impact.
  • Very strong English writing and editing
    skills.
  • Strong computer skills.
  • Flexibility to adapt to changing
    requirements.

process work permit and visa and will provide security at the residence for the
applicant. The title of the post will change to “Grants and Compliance
Manager”, and contract ToR will flexibly change on mutual hard working
