The USAID-funded Uganda IRS Phase II Project’s objective is to conduct
a comprehensive spraying program and establish the foundation for sustainable,
effective, high-quality indoor residual spraying (IRS) activities. Abt

Job Summary: The USAID Project M&E Manager will
focus on oversight of the IRS program through surveillance and information
management, monitoring programmatic IRS delivery and evaluating associated
epidemiological, entomological, and environmental impact in targeted
communities.

Key Duties and
Responsibilities:
Responsibilities:
- Develop, update and maintain the project
performance management plan and UMEMS database. - Actively coordinate the planning of all
routine M&E activities on an annual basis. - Work with the Senior IRS advisor to
develop guidelines and procedures for the M&E system. - Provide inputs into the M&E system
revision process. - Steer data quality audits including
routine data quality audits. - Establish data quality improvement
routines and oversee their implementation at every level from the data
collection source through final aggregation and analysis stages. - Maintain and support routine M&E
reporting systems to ensure accurate tracking of IRS program activities,
progress and performance. - With reference to the performance targets
set for the spray teams provide a report showing the variations in meeting
the set targets and the action taken. - Collaborate with other implementing
partners to harmonize supervision and data auditing, where possible. - Provide relevant statistics on the malaria
prevalence and how IRS has contributed to its reduction. - Work closely with the District
Coordinators, support building of capacity within district IRS teams to
take on data collection and management functions. Improve programmatic
monitoring efforts through the collection of data and reporting on routine
spray activities to UMEMS and USAID. - Review and design M&E tools for
reporting formats and data collection. Collect and analyze inputs from
Operations, Finance, Admin, Logistics and M&E teams and prepare
monthly, quarterly, end of spray cycle and annual reports to be submitted
to USAID. - Provide high quality narrative analysis in
project reports.
Qualifications, Skills and
Experience:
Experience:
- The applicant for the USAID Project career
should hold a Master’s Degree in Environmental Health, Public Health or
other relevant field. - At least 6 years of relevant professional
experience in program monitoring and evaluation and research; previous IRS
or malaria program experience preferred. - Past exposure and experience in MS Access,
GIS applications; and GPS measurement data collection preferred. - Prior experience and familiarity with
USAID program monitoring and evaluation, and performance monitoring. - Strong analytic and quantitative database
management skills, budgeting and report writing. English language
proficiency is required.
