About REA:
The Rural Electrification Agency (REA) is the Secretariat of the Rural Electrification Board (REB) as established by Statutory instrument 2001 No. 75. The REB’s main function is to oversee the management of the Rural Electrification Fund (REF) and facilitate the development and implementation of rural electrification projects under several sources of funding (i.e. Government of Uganda, World Bank under Energy for Rural Transformation, (ERT) project, SIDA, JICA. NORAD. BADEA, SFD, etc.)
Job Summary: The Social Development Specialist will be responsible for coordinating and leading in the assessment, supervision, and compliance monitoring and reporting, implementation of the social aspects of all investment projects in the Rural Electrification Programme in line with the requirements of the Government of Uganda and in conformance with the Social Safeguard Policies of Development Partners funding specific projects.
Key Duties and Responsibilities:
- Work and coordinate closely with the Way leaves Officer, the Specialist and Community Outreach will ensure that the RAPs and EIA processes capture all the relevant social aspects
- Intuitively review Environmental and Social impact Assessments, Environmental and Social Management Plans and Resettlement Action Plans (RAPs) of Rural Electrification projects and ensure that social issues are comprehensively addressed.
- During project implementation phase, ensure strict adherence by project managers and contractors to social aspects (including gender, vulnerable groups, forced labour, child labour, workers, and community), health and safety mitigation procedures and processes stipulated in ESMPs.
- Coordinate social impact assessment and management during the preparation, implementation and monitoring of participatory Resettlement Action Plans (RAPs).
- Conducts post RAP implementation social audit to ensure that all the social impacts are addressed.
- Undertake monthly, quarterly and annual monitoring of all Rural Electrification projects on Social management aspects and accordingly compile reports for both internal and external use, and ensure compliance with the relevant Government of Uganda Social Requirements and the Social Safeguards of the respective funding/development partners.
- Make sure that the findings of the Environmental and Social Impact Assessments (ESIAs) and RAPs including public consultation input of affected communities and their disaggregation in terms of gender, different levels of social vulnerability to project risks and impacts, as well as equitable access to project opportunities and benefits, are incorporated into project design and implementation strategies by providing technical input to requisite Environmental and- Social Management Plans(ESMPs) of Rural Electrification projects.
- Provide guidelines on relevant social mitigation measures, including measures pertaining to way leaves acquisition and resettlement, protection of cultural resources, community & worker health and safety, child labour, forced labour, HIV/AIDS, and other issues where relevant, which should be considered during preparation of bidding documents for RE projects.
- Act as a stakeholders’ liaison between the project affected parties and REA and build a strong, constructive, and responsive relationships essential for the successful implementation of socially acceptable rural electrification projects
- Perform any other duties that may be assigned from time to time by the Manager.
Qualifications, Skills and Experience:
- The candidate must hold a good Bachelor’s degree (Honors) in Social Science, Sociology, Social Work and Social Administration and a relevant Master’s degree from a recognised University are essential requirements.
- A minimum of five or more years of relevant professional experience in social impact management from a reputable organisation, of which 3 years’ experience must be in the field of social impact assessment and monitoring or monitoring and evaluation. The Candidate must demonstrate his/her knowiedge and ability to practically engage on the range of social issues in the energy sector.
- Detailed working knowledge and experience of Key Social Management Tools, notably Social Impact Assessment and Social Impact Audits, monitoring, and reporting.
- Practical Knowledge of Social Safeguard requirements in donor funded projects like the World Bank, African Development Bank, NORAD, JICA and other funding/ donor partners is an essential requirement.
- Knowledge of Way leaves acquisition and the process of compilation of a Resettlement Action Plan.
- High level Conflict Management skills
- Possess the ability to work in a multicultural environment and in an inter-disciplinary team, having well developed interpersonal, communication, public relations and community mobilization skills.
- Excellent analytical, reporting, organizational skills and working knowledge of key Computer Applications (MS-Word, MS-Excel, MS-Access, Including Internet Applications).
- Must not be more than 35 years old.
