About REA:
The Rural Electrification Agency (REA) is the Secretariat of the Rural
Electrification Board (REB) as established by Statutory instrument 2001 No. 75.
The REB’s main function is to oversee the management of the Rural
Electrification Fund (REF) and facilitate the development and implementation of
rural electrification projects under several sources of funding (i.e.
Government of Uganda, World Bank under Energy for Rural Transformation, (ERT)
project, SIDA, JICA. NORAD. BADEA, SFD, etc.)

Job Summary: The Senior
Planning Engineer will be responsible for conducting project identification,
feasibility studies, and packaging of projects for public or private
investments

Key Duties and
Responsibilities:
Responsibilities:
- Carry out the identification of a pipeline
of projects for investment in line with established guidelines. - Carry out systems analysis of existing and
planned power lines. - Support the Principal Planning Engineer in
the preparation of TORs for feasibility studies, powerline surveys and
engineering designs for identified projects. - Review Consultant’s feasibility study
reports and provide pertinent comments for the Consultants’ benefit. - Prioritize the individual projects in line
with established criteria and put them in packages for presenting to
funding agencies for investment. - Actively participate in the procurement
process as required from time to time in line with the procurement
guidelines. - Gather and prepare project data for the
GIS database and REA website updates. - Perform any other duties specified by the
Supervisor.
Qualifications, Skills and
Experience:
Experience:
- The candidate must hold a Bachelor’s
Degree in Electrical Engineering from a recognized University or its
equivalent. - Post Graduate Degree in Power Systems
Planning and Design or Project Planning and Management will be added
advantage. - Five or more years working experience with
at least 3 years’ experience in either power systems planning, protection,
operation and maintenance or construction supervision of power lines - Must be knowledgeable about surveys and
engineering drawings - Knowledge of project software and power
system analysis software will be an added advantage. - Highly motivated, innovative, pro-active
and committed team player - Good report writing skills
- High level of computer literacy, with
experience in the use of relevant packages. - Must not be more than 35 years old
