Project Engineer – The Albertine Region Sustainable Development Project (ARSDP)

About Us:
The Government of Uganda has received a credit from the International Development Association (IDA) in an amount equivalent to US$ 145 Million toward the cost of the Albertine Region Sustainable Development Project (ARSDP) and intends to apply a portion of the proceeds of this Credit to eligible payments under this Contract. The ARSDP will be implemented over a five year period. Component 2 of the ARSDP is implemented by the Ministry of Lands, Housing and Urban Development and aims at increasing rural accessibility to markets and services and preparation of key urban centres for growth by provision of economic Infrastructure This component will finance physical planning and infrastructure development in Hoima district, Buliisa district and Buliisa town. Infrastructure developed will focus on improvements and repairs of district roads and some urban roads and economic infrastructure such as markets, fish landing sites, storage facilities and slaughter houses.
At the Ministry of Lands, Housing and Urban Development the Program Support Team (PST) which is also implementing the Uganda Support to Municipal Infrastructure Development Program (USMID) provides implementation support for the ARSDP
Job Summary: The Project Engineer will be responsible for supporting activities related to infrastructure development and physical planning under component 2 of the ARSDP. He will report to the head of PST/PC-USMID and will be responsible for compiling required reports and documents related to the ARSDP including liaison with other components of the Project.
Key Duties and Responsibilities:
- Working closely with consultants and contractors deployed on infrastructure sub-projects in the project local governments.
- Prepare workplans, reports and supervision schedules as required for execution of civil works projects.
- Intuitively review engineering designs, bid documents, works schedules and other related documents prepared by consultants and/or contractors engaged on the project.
- Support Buliisa Town, Buliisa district local government and Hoima district local government to identify and prioritize infrastructure sub-projects to be undertaken at different phases under the project.
- Working closely with Local Government staff and ensure sub-projects are implemented according to specifications and within the stipulated timeframe.
- Prepare and collate consolidated reports for all components (1,2 & 3) of the ARSDP as necessary and for discussion at Program Technical Committee meetings.
- Liaise with implementing agencies for the other two components of the ARSDP namely; UNRA (component 1) and Ministry of Education and Sports (component 3) and other line Ministries: Ministry of Finance, Planning and Economic Affairs, Ministry of Bunyoro Affairs and Ministry of Local Government
- Perform any other duties as may be assigned from time to time.
Qualifications, Skills and Experience:
- The incumbent must be a Registered Engineer and a Member of a recognized professional Institution. In addition she/he should possess the following academic qualifications and attributes:
- The applicant must also be a holder of Bachelors’ degree in Civil Engineering from a recognized institution.
- A minimum of seven or more years relevant experience in design, construction and supervision of infrastructure projects such as roads and civil works.
- Possess excellent competences in the use of computer applications; spread sheets, word processing, AutoCAD and other engineering design software.
- Excellent command of both verbal and written English and should be able to prepare concise reports and power point presentations.
- Post-graduate qualifications in Engineering and project management will be an added advantage.
- Working knowledge of and familiarity with Local government operations is an added advantage.
