Job Summary: The Records Manager will administer the Fund’s Physical & Electronic records management function; effective administration of action planning &implementation of Records management policy in a manner that will guarantee; security of records & processes; timely accessibility of records to users; confidentiality & integrity of the system; compliance with policies, regulations & procedures; long term preservation of records as resource asset of the Fund; and fulfill disaster recovery needs that ensure Business continuity.
Key Duties and Responsibilities:
- Actively coordinate the establishment of a records management program, policies, procedures, implementation, process flows and manuals; and establish control checks that ensure accuracy of records & timely accessibility that facilitate quick Fund business processes.
- Guarantee that there are organized records and that the information life-cycle is properly managed both electronically & physically. Also that registry and mail management are done to provide document/ data security, confidentiality and full compliance with service level agreement provisions.
- Offer overall leadership for records, document management & archival, providing guidance to departments on management of records & information.
- Initiate process automations that will ensure reduction in work load in the section and improved TAT & output in other processing sections thus providing opportunities for transformation of data on paper into other forms of storage, archival, retrieval and preservation.
- Ensure accurate and timely records & files tracking system and conduct regular records census to determine inventory volumes, and types kept by the Fund.
- Design, implement and regularly review E-records file structure that will sustain an efficient records management process.
- Maintain an active records Centre operation plan, short & long term for electronic/digital and physical documents.
- Provide a comprehensive logistics, courier & transportation, storage & records management solutions to departments and branch network.
- Maintain a records appraisal, retention and disposal schedules that is in line with the Fund’s policy objectives; compliance, preservation and disaster recovery.
Qualifications, Skills and Experience:
- The candidate should possess a good bachelor’s degree in either Records Management, Business Administration/Management, Information Technology, Library & Information Science with a Postgraduate Diploma in Management.
- A minimum of five years’ experience as Records Manager in a busy environment preferably in a social security industry.
- Good leadership skills
- Excellent written and oral communication skills
- Good understanding of records management systems
- Excellent innovation ability and skills
- Good teamwork and interpersonal skills
- High levels of integrity
