About NPA:
The National Planning Authority
(NPA) was established by an Act of Parliament No.15 of 2002 in compliance with
article 125 of the Constitution of the Republic of Uganda (1995). Accordingly
NPA is the principal statutory agency responsible for the management of
national and decentralized development planning in Uganda. The primary function
of the Authority is to produce comprehensive and integrated development plans
for the country elaborated in terms of the perspective Vision, Long and
Medium-term Plans.
Job Summary: The
NPA Head Economic and Strategic Planning will steer the identification of
economic and strategic issues critical for national development planning both
at the central and local government levels.
Key Duties and Responsibilities: 
  • Actively
    participate in the preparation of National Development Plans
  • Supports
    capacity development for national and local government planning;
  • Offers
    technical support and guidance to Ministries, Departments and Agencies
    regarding national and decentralized planning;
  • Steer
    the preparation and Development of NPA 5 Year Strategic Plan
  • Mobilize
    financial resources to undertake major projects in NPA
  • Offers
    support and guidance to local governments on decentralized planning;
  • Integrates
    District Development Plans (DDPs) into the National Development Plans;
  • Prepares
    plans, budgets and periodic performance reports for the Department;
  • Directly
    supervises and appraises Senior Planners within the Department
Key Performance Indicators: 
  • National
    Development Plans developed
  • Capacity
    for national and local government planning developed;
  • Support
    and guidance to Ministries, Departments and Agencies regarding national
    and decentralized planning provided;
  • Support
    and guidance to local governments on decentralized planning provided;
  • District
    Development Plans (DDPs) integrated into National Development Plans;
  • Sector
    and Local Government Planning
  • Guidelines
    disseminated and implemented
  • NPA
    5 year Strategic Plan developed
  • Departmental
    plans and budgets and periodic performance reports prepared; and
  • Staff
    of the Department supervised and appraised.
 Qualifications, Skills and Experience: 
  • The
    applicant should possess a Masters’ degree in Development Planning and
    Management; Economic Policy and Planning; Development Economics; or
    closely related discipline from a recognized University.
  • At
    least ten years’ experience, five (5) of which must be in the areas  of policy formulation and development,
    development planning; programme implementation; as well as monitoring and
    evaluation, at senior management level, in a reputable development –
    oriented institution / organization or Government Institution.
  • Good
    working knowledge of the Central Government operations, policy
    formulation,
  • Development
    Management and the SWAP process in Uganda
  • Additional
    post graduate qualifications, diplomas, certificates etc. in any of the
    areas specified in the minimum qualifications is considered as an
    advantage. 
Age: 30- 54 years.
