Manager (RME) based in LWR Kampala, Uganda. As a member of the regional team,
the RME will contribute to programs in Kenya, Uganda, and Tanzania, as well as
coordinate with emergency response programs in other East Africa countries, as

Job Summary: The

LWR’s Design, Monitoring, Evaluation and Learning (DMEL) system in the East
Africa Region. The DMEL system is
designed to contribute to high quality project performance monitoring and
provide information for evidence-based decision making. In addition, LWR seeks
to increase its capacity to develop and implement relevant, rigorous, and
participant-guided M&E systems as part of proposals to donors; and to
convincingly demonstrate meaningful impact from donor funded programs. The RME
will also provide ongoing assessment of LWR’s evaluation needs in the region,
designing and developing integrated evaluation approaches to measure program
progress and performance. S/he will ensure that the M&E systems are
sufficiently flexible to work in local contexts, build on existing partner
strengths, and adapt to specific country strategies while providing necessary
information to fulfill reporting requirements and improve program efficacy

Key Duties and Responsibilities:
1. Design:
- Research
donor M&E requirements for proposals and communicate them to proposal
development teams. - Provide
country teams with direct technical assistance in designing and reviewing
M&E components of project proposals (e.g. conceptual frameworks,
budgets), and facilitating development of methodologies to measure
results, outputs and outcomes.
2. Monitoring:
- Assist
LWR country teams and partners in use of: 1) innovative, efficient, and
effective participatory monitoring and evaluation tools and methods
(including but not limited to the use of technology); 2) cost-effective,
easily manageable, and user-friendly systems for data collection,
analysis, and reporting; 3) effective strategies for reflection on and dissemination
of lessons learned. - Review
partner monitoring systems through monitoring reports or monitoring visits
as requested and provide feedback or help to develop solutions to
monitoring challenges particularly in accurate data collection and analysis.
3. Evaluation:
- Support
country teams to work with of country-based technical assistance for
project M&E, including baseline study and evaluation consultants.
Ensuring quality assessments to inform organizational decision-making.
Assist in the writing of clear terms of reference, guide how to supervise
consultants and review deliverables, and contribute to the review of
deliverables to ensure LWR and NGO DMEL standards are met. - As
appropriate, provide technical oversight for M&E consultancies to
ensure compliance with LWR’s cooperation agreements and/or consultancy
contracts; reviewing consultant proposals, reviewing consultant
deliverables against contract, carrying out regular field monitoring
visits and providing timely technical review and feedback. - Steer
or participate in periodic project or program internal evaluations as
needed.
4. Learning:
- Support
ongoing implementation of the DMEL framework in the East Africa Region
through training, coaching, and hands-on support of LWR regional and
partner. - Work
with country offices and headquarters teams to periodically compile data
and results (e.g. beneficiary numbers) that are needed for communication
to various stakeholders. - Analyze
evaluation study results and synthesize their implications for program performance
and development. Present these findings clearly and succinctly, both
orally and in writing, to LWR country and regional staff. Participate in
dissemination of evaluation findings to LWR global staff, regional
partners or other stakeholders as needed. - Participate
in the implementation of LWR’s Knowledge Management Strategy and help
develop strategies for reflection and dissemination of lessons learned
from M&E. - Participate
actively in relevant local, regional, or international M&E networks
and communities of practice, or other learning, academic, and networking
forums as appropriate. These fora include those within and outside of LWR.
Seek out and represent LWR in opportunities to showcase LWR M&E
practices in relevant forums.

Qualifications, Skills and Experience:
- The
candidate must hold a Master’s degree in a relevant field; specialized
training in operations research, quantitative analysis, participatory
evaluation methodology are highly desirable. - A
minimum of five years’ progressively responsible experience in the
monitoring and evaluation of international development and relief
projects. - In-depth
knowledge of participatory planning, monitoring, evaluation, and learning
systems, methods, and tools within a development/relief NGO context. - Past
exposure and experience with M&E for agricultural programs and
integration of technology for M&E processes highly desirable. - Demonstrated
experience and understanding of US Government and other international
donor requirements, expectations and trends for M&E. - Experience
in coaching and conducting trainings. - Highly
developed analytical and communication skills, and ability to assimilate
and process information for wide-ranging audiences. - Excellent
writing skills a must. - Proven
ability to prioritize, organize and produce results efficiently under
pressure and with little supervision; ability to resolve problems
creatively and logically ability to accept supervision. - Excellent
interpersonal skills: able to work with diverse groups of people in
multicultural, team oriented environment. - Excellent
written and verbal communications in English. Ability to communicate in
Kiswahili and other languages of Tanzania, Uganda, and Kenya highly
desirable. - Proficiency
in using accounting, Word, Excel, PowerPoint, e-mail, and web browser
software; additional statistical analysis and database software experience
a plus. - Proof
of ability to work legally in Uganda. Note: This position only provides

and ability to travel approximately 60% of time within the region and
occasionally outside of the region. - Deep
