About GOAL: 
GOAL Uganda country project
focuses on two of GOAL’s three strategic sectors: Health (including WASH and
health accountability programming); and Livelihoods. GOAL Uganda mainstreams
HIV, gender, child protection and the environment/DRR across all programming.
GOAL works on a district focused approach, and uses a mixture of direct
implementation and partnerships with local civil society-organisations, private
sector partners and District Local Government to give effect to our mission.
Job Summary: The
Agricultural Resilience and Advocacy Specialist shall effectively steer GOAL Uganda’s
Resilience and Advocacy work under the livelihoods programme in Abim and Agago
districts.
Key Duties and Responsibilities: 
  • Leadership
    and management of GOAL Uganda’s Resilience and Advocacy work in Northern
    Uganda.
  • In
    charge of the development of a comprehensive programme implementation plan
    based on the
  • livelihood
    strategy and current DRR action plans.
  • Management
    and oversight of projects and technical assistance assignments relating to
    Agricultural Resilience and Advocacy including:
  • Design
    a targeted strategy to influence Agricultural Resilience related policies
    and practices for communities, District Local Governments and influential
    development partners as identified in the subcounty DRR action plans.
  • Provide
    inputs and support to the development of agric. resilience related
    knowledge products, publications or advocacy/influencing materials.
  • Provide
    management, Quality Assurance for key outputs, ensuring efficiency,
    timeliness and achievement of short term results and longer term
    objectives.
  • Carry
    out stakeholder analysis of all key actors relevant to agr. resilience
    work in Northern Uganda/Karamoja region, and develop a targeted strategy
    for outreach/building relations with those stakeholders.
  • Influence
    policies and practices with local communities, DLGs, influential
    institutions and development partners.
  • Develop
    and disseminate policy influencing, advocacy and knowledge products.
  • Improve
    GOAL Uganda Knowledge Management relating to DRR and developing quality
    knowledge products relating to DRR/Agr. Resilience.
  • Document
    and disseminate case studies, best practices on agricultural resilience
    activities and lessons on advocacy work.
  • Assist
    the Livelihoods Project Managers in preparation of progress reports
    (quarterly, annual, final) and respond to the queries related to project
    particularly related agricultural resilience and advocacy activities.
  • The
    ARAS is expected to be the focal person for all coordination, partnership
    and related work under Agricultural Resilience and Advocacy.
  • Work
    closely with local government officials, local NGOs and civil society
    organizations, and other notables to ensure support for and acceptance of
    GOAL Uganda’s agricultural resilience and advocacy programs.
  • Maintain
    close working relationships with humanitarian and development
    organizations, and local partners, including representing GOAL Uganda at
    local coordination meetings as assigned.
Qualifications, Skills and Experience: 
  • The
    best candidate must hold a bachelor’s degree in Environmental Science or
    related discipline.
  • Five
    or more years’ experience on Agr Resilience/ Disaster Risk Reduction/
    Disaster Risk Management
  • Work
    experience with an international development field with teams in multiple
    locations.
  • Excellent
    analytical skills.
  • Excellent
    writing, research, analytical and synthesizing skills.
  • Excellent
    report writing skills preferable with some publications experience..
