About MEMD:
The Ministry of Energy and Mineral Development (MEMD) and the Uganda National Bureau of Standards (UNBS) are under taking the Fuel Marking and Quality Monitoring Program (FMP) to monitor the importation and trade of Petroleum products by preventing adulteration, dilution, contamination and smuggling thereby safeguarding consumers and the environment in addition to enhancing Uganda’s National revenue collections.
Key Duties and Responsibilities:
- Manage and Maintain Legders of the Fuel Marking and quality Monitoring Program
- Compile and prepare monthly Income reports and / expenditure reports and assisting in the preparation of final accounts
- Guarantee that all documents relating to financial transactions are properly filed and referenced in order to facilitate their retrieval and to safeguard program interests
- Prepare monthly Bank reconciliation of the Program’s Accounts
- Maintain an asset listings register and inventory register all the Program’s Assets and / Stationary
- Ensure payment of URA statutory deduction and maintain a record of all these payments and Collection of Withholding certificates for suppliers & dispatch from URA
- Maintain and update a data base of program suppliers and service providers
- Work closely with users to prepare and check statements of requirements
- Ensure that appropriate procurement records are maintained in accordance with PPDA Act and Regulations, MEMD and UNBS requirements
- Conduct any other duty assigned by supervisors.
Qualifications, Skills and Experience:
- The candidate should possess a good Bachelor’s degree in either Commerce, Business Administration- accounting, Management and Finance)
- At least Level 1 CPA or Level 1 ACCA
- Computer Knowledge in the following: – Micro Soft Excel, Word, Power Point and Accounting Software’s like:-Pastel, Quick Books, Tally or and Sun Systems
- Detailed exposure and knowledge of Government Accounting procedures / Policies, and well composite with the work of Petroleum Supplies and Quality Management
- A certificate in Procurement and knowledge of procurement procedures will be an added advantage
Age: 25- 30 years
