About REA:
The Rural Electrification Agency (REA) is the Secretariat of the Rural Electrification Board (REB) as established by Statutory instrument 2001 No. 75. The REB’s main function is to oversee the management of the Rural Electrification Fund (REF) and facilitate the development and implementation of rural electrification projects under several sources of funding (i.e. Government of Uganda, World Bank under Energy for Rural Transformation, (ERT) project, SIDA, JICA. NORAD. BADEA, SFD, etc.)
Job Summary: The Wayleaves Assistant will mainly obtain landowner/occupier consents, wayleaves and right-of-way for the installation of new electricity lines.
Key Duties and Responsibilities: 
  • Negotiate wayleaves for overhead electricity power lines and underground cables with landowners/occupiers and their agents/legal representatives.
  • Serve power line construction notices
  • Obtain consents required for each project in a timely manner
  • Compile accurate records of landowners and occupiers for each project
  • Act as a key liaison point between the landowner, contractor and Project Manager
  • Provide wayleaves support for feasibility studies and selection of new electricity line routes
  • Investigate wayleaves compensation claims
  • Prepare and process settlement of damage compensation claims
  • Quickly resolve disputes over wayleaves rights, landownership queries or tree cutting
  • Perform any other duties as may be assigned
Qualifications, Skills and Experience: 
  • The candidate must hold a Bachelor’s degree in Land Economics or its equivalent
  • Working knowledge and experience of wayleaves work in the electricity industry
  • Prior experience in obtaining consents from land owners/occupiers and the wayleaves acquisition process specifically with regard to electricity power lines. This is essential as the post holder will work directly with landowners and occupiers, primarily serving and obtaining consents.
  • Excellent negotiation and interpersonal skills
  • Ability to find and understand existing wayleaves and legal        documents relating to right-of-way
  • Highly computer literate – specifically Microsoft Office.
  • Past exposure and experience in GIS mapping is an added advantage
  • Be able to multi task with attention to detail and accuracy
  • Must not be more than 25yrs
