Mercy Corps is an
International NGO that exists to alleviate poverty and oppression by helping
people build secure, productive and just communities. Mercy Corps has been
fully registered in Uganda as an operational NGO. Currently Mercy Corps has an
office in Kampala and is implementing Food Security programs which comprises of
Water and Sanitation, Livelihood and Agriculture and Conflict Mitigation
Management Program in North and North Eastern Uganda.
We implement
programs in the northern districts of Pader, Kitgum, Agago, Lamwo, Kaabong,
Abim and Kotido with funding from USAID, USDA, Walmart Foundation, SDC, DFID as
well as other private donations. Mercy Corps’ programs in Kitgum currently
focus on economic and market development, agriculture, financial services, and
women’s empowerment.
Job Summary: The Agricultural
Development Officers will be responsible for the overall agricultural
productivity enhancement component of this program. Specific activities include
building the technical capacity of small agribusinesses in areas of agronomy,
post-harvest handing and related practices; provide technical advices to agents
on improving outreach strategies and embedded technical service provision to
client farmers that the program targeted; and support private sector partners
in planning and implementation of demonstration of improved technologies and
practices.
Key Duties and
Responsibilities: 
  • Work closely with the Agricultural
    Extension Specialist in planning and implementation of agricultural
    extension activities of program according to the approved work plan and
    budgets, project document and implementation strategies.
  • Based in the field, s/he will work closely
    program’s private sector partner and local government extension workers on
    a daily basis to identify and prioritize needs and closely monitor the
    implementation of agricultural activities in the field.
  • Work closely with the private sector
    partner extension staff to identify capacity gaps of agents’ and farmers’
    and provide technical support, propose actions for improvement and follow
    up the implementation
  • With technical guidance from the
    Agricultural Extension specialist participate in assessments pertinent to
    agricultural extension and inform program design and strategy
  • Work closely with the private sector
    partner in the design and implementation of demonstrations on agro-techniques
    to farmers
  • Maintain close coordination and
    co-operation with other agriculture staff and district departments of
    agriculture to ensure synergy and improved coordination among
    programs/interventions
  • Update and maintain proper filling system
    in regard to agricultural activities of the program
  • Work closely with the monitoring and
    evaluation staff to capture the required data for measuring output and
    impact of the program
  • Establish and maintain good coordination
    and working relationships with Sub County, Parish and Village leaders, and
    the local government extension workers, other development agencies,
    private sector partners and beneficiaries
  • Prepare and submit periodic work plans and
    activity reports to the agricultural extension specialist
  • Conduct himself/herself both
    professionally and personally in such a manner as to bring credit to Mercy
    Corps and to not jeopardize its mission
  • Perform other duties as assigned
Qualifications, Skills and
Experience: 
  • The candidate should possess a First
    degree or diploma in Agriculture/Agribusiness or related fields with
    additional training in agronomy.
  • At least three years’ experience with
    proven technical experience in the field
  • Excellent skills and experience in
    conducting assessment and ability to make recommendations for improvement
  • Past exposure and experience in working
    with private sector partners
  • Computer literacy skills with good
    knowledge of office applications and data base is required.
  • Good spoken and written and spoken English
    and knowledge of the local language (luo) is a must
  • Willingness to spend much time in the
    field and work closely with program target groups
  • Motorbike riding experience and a valid
    riding permit is essential.
  • Must be a team player with less
    supervision requirements.
