million – $75 million USAID Uganda Water, Sanitation and Hygiene (WASH)
Program. The overall goal of USAID’s WASH program in Uganda is to
accelerate sustainable improvement in water and sanitation access and improve
hygiene behaviors in the target districts. To accomplish that requires the
Contractor to execute tasks which contribute to five distinct outputs:
- Increase use of
improved household sanitation; - Strengthen national
and district water and sanitation governance; - Expand key hygiene
behaviors at home, school and health facilities; - Improve management of
small town water supply and sanitation services.
Expert will ensure that the role of local (sub national) authorities (as key
representatives of the local polities in a given territory) in the provision of
effective, timely and high-quality water, sanitation and hygiene services. The Decentralization Expert, working closely
with the project team and municipal level stakeholders and government
officials, will be responsible for providing technical expertise in planning
and implementing local government programs to support decentralization, as well
as programs that will increase civil society’s influence on public policy and
fostering greater accountability and improved governance at the local
government level as it relates to WASH activities.
Responsibilities:
- Develop strategic partnerships with local
non-government organizations (NGOs), Civil Society Organizations (CSOs)
and Faith Based Organizations (FBOs) to conduct capacity assessments for
sub-national WASH service delivery and develop specific local development
initiatives. - Technically support and facilitate
negotiation between Catchment-based Management Organizations (CMOs), Water
User Associations (WUAs) and District Water and Sanitation Coordination
Committees (DWSCCs) and WASH service providers at the local level. - Develop, manage and guide the
implementation of specific training modules and training materials to
civil servants, local authorities and selected CSOs/FBOs.
Experience:
- The Decentralization Expert must hold a
Master’s degree in a related field. - A minimum of eight years’ experience
implementing or providing technical assistance to local governance
programs with demonstrated success in program planning and monitoring and
evaluation. - Subject matter expertise in building the
capacity of local governments and increasing citizen participation in the
provision of WASH related services. - Demonstrated expertise interacting with
diverse government stakeholders at the local, municipal and national
level. - Familiarity with the political, social and
cultural context of Uganda; local citizen desired. - Excellent English writing skills and
speaking ability.
