 Job Summary: The Project Monitoring and Evaluation (M&E)
Officer will assist a five-year project by supporting civil society, the
judiciary, and the media in Uganda. The M&E Officer will be responsible for
the technical direction, management, and oversight of all M&E activities
performed by Freedom House, local partners, and external consultants.
Key Duties and
Responsibilities: 
  • Develop a thorough Performance Monitoring
    Plan (PMP) and oversee its implementation and periodic revision.
  • Create, test, and utilize data collection
    instruments as needed.
  • Perform or supervise data collection and
    analysis according to the project and PMP workplan.
  • Maintain secure database with all project
    monitoring data.
  • Offer data to staff to assist in
    decision-making and advocacy efforts.
  • Actively facilitate ongoing programmatic
    adaptation, learning, and synthesis of best practices.
  • Provide substantive leadership on
    quarterly and annual reports.
  • Carry out training and coaching for
    project staff to build technical M&E skills, as well as an
    appreciation for and ongoing use of M&E data for effective
    implementation.
  • Offer ongoing training, technical
    assistance, mentorship, and oversight to all local partners and
    sub-grantees in data collection, data management, and adaptive
    implementation.
  • Serve as the manager of external
    evaluation processes (formative and summative).
  • Perform any other duties as assigned by
    the Chief of Party.
Qualifications, Skills and
Experience: 
  • The Monitoring and Evaluation Officer
    should ideally possess a Bachelor’s degree in Human Rights, Political
    Science, Law, Statistics, Social Sciences, or another relevant discipline;
    Master’s degree or equivalent preferred.
  • A minimum of five years’ experience in
    designing or implementing M&E processes, or a combination of training
    and experience.
  • Pats exposure and experience designing,
    managing, and/or evaluating projects in the Democracy, Human Rights, Rule
    of Law, Media, or Governance sectors strongly preferred.
  • Past professional experience in East
    Africa, preferably within Uganda.
  • Past background in both quantitative and
    qualitative research methods, including participatory data collection
    approaches.
  • Past exposure and experience organizing
    and delivering training workshops; strong oral presentation skills.
  • Familiarity with USAID M&E policies
    and procedures.
  • Hands-on experience working in dynamic,
    conflict-affected, and/or politically repressive environments preferred.
  • Strong organizational and time management
    skills; a demonstrated ability to work independently and under tight
    deadlines.
  • Ability to work closely with staff members
    at various levels of the organization and engage with a variety of
    different stakeholders.
  • Proactive problem-solving skills and a
    flexible attitude.
  • Willingness and ability to travel
    regularly to different project sites around Uganda.
  • Excellent cross-cultural skills and
    familiarity with gender equality principles.
  • Strong ability to communicate effectively
    in English, both verbally and in writing. Language skills in Luganda
    and/or Luo preferred. 
  • Demonstrated commitment to professionalism
    and security of data and data sources, particularly in sensitive
    environments; ability to maintain confidentiality regarding all aspects of
    work at all times.
