About Chemonics:
Chemonics International is seeking a Grants and Strategic Activities Manager for the USAID-funded Feed the Future Commodity Production and Marketing Activity (hereinafter referred to as the Activity) in Uganda. The objective of the Activity is to contribute to USAID Feed the Future’s twin objectives of reducing poverty and under-nutrition by sustainably increasing the production and marketing of high-quality maize, beans, and coffee in the Feed the Future focus districts. The Activity’s $3,2 million Strategic Activities Fund (SAF) serves as a multi-purpose fund designed to engage local partner  organizations for targeted interventions through grants, subcontracts, procurement, technical assistance, and training.
Job Summary: The Grants and Strategic Activities Assistant will support the overall effectiveness and compliance of the Activity’s Grants under Contract (GUC) and subcontracts within the SAF program. In close coordination with the Subcontracts/SAF Manager and the Grants and Strategic Activities Manager, the Grants and Strategic Activities Assistant will support the design and development of grant-making concepts that contribute to the Activity’s overall goals. S/he will assist in ensuring financial and administrative compliance of all subcontracts and grants activities with the relevant USAID, company, and Activity policies and regulations.
Key Duties and Responsibilities: 
  • Significantly contribute to the preparation of RFA, RFP, and APS announcements; respond to enquiries from grant applicants, and record details of grant applications.
  • Assist organize and maintain the grant filing system, including but not limited to RFAs and grant applications, financial administration and grant payments, grant evaluations, and grantees’ reporting and project documentation.
  • Manage grants, including procurement and accounting. Liaise with grantees and subcontractors on payments and reports.
  • Receive and process signed contractual agreements from clients. Assure completeness and accuracy of contracts and grants.
  • Prepare and submit routine business transactions such as requests for donor/HO approval as delegated by the Grants and Strategic Activities Manager.
  • Create and maintain a central filing system for sub award data Conduct select negotiations with the guidance of the Grants and Strategic Activities Manager and the Subcontracts/SAF Director.
  • Work in close collaboration with finance department staff to monitor sub award compliance with flow-down provisions.
  • Contribute as needed to the preparation of grant reports to USAID, and prepare periodic reports for input to management reports.
  • Provide supplemental interpretation of fundamental regulations and standard contract requirements to help produce competitive and responsive proposals.
  • Perform pre-award assessments to determine applicant management and technical capacity to administer grant and subcontract awards, when necessary.
  • Monitor compliance of all agreements governing the award of grants and subcontracts.
  • Participate in site monitoring visits as required to ensure compliance and proper implementation.
Qualifications, Skills and Experience: 
  • All candidates should possess a bachelor’s degree in business administration, finance, accounts or related field required.
  • The applicant should have two years’ grants management experience with the international donor programs required.
  • Working knowledge of USAID regulations on contracts and grants management.
  • Demonstrated experience reviewing and negotiating budgets, reviewing financial reports, preparing for and monitoring audits of grantees, and file management. Excellent writing and editing skills required.
  • Ability to work in a fast-paced environment and deliver results on tight deadlines.
  • Fluency in English required.
