Advancing Partners and Communities (APC) project, which is focused on advancing
and supporting community programs that seek to improve the overall health of
communities and achieve other health-related impacts. In Uganda, APC will
supporting the implementation of interventions for expanding community based
family planning (CBFP), adolescent reproductive health (ARH) and integration of
family planning with HIV /AIDS services (FP/HIV).
and Evaluation Officer will be responsible for Research, Monitoring and
Evaluation technical support and expertise for the APC project for all
intervention components i.e. CBFP, ARH, FP/HIV.
Responsibilities:
- In charge of carrying out thorough
analyses of all research and M&E requirements for the different
components of the APC project. - Take lead in the development of the APC
PMP and it’s implementation in compliance with USAID guidelines. - Coordinate and monitor data collection,
analysis and utilization. - Provide technical leadership in the study
design, conduct/ coordinate the baseline assessment, longitudinal cohort
interviews, evaluations and other studies. - Coordinate and lead monthly M&E
reviews. - Actively facilitate development and
application of monitoring tools; in collaboration with component technical
officers and project stakeholders partners; - Mentor and train APC project team and
stakeholders, such as, VHTs and Health center staff on monitoring
procedures; - Take lead and support technical officers
and stakeholders in the compilation of monitoring data to be included in
the quarterly project report. - Lead project team in implementing the
Collaborative, Learning and Adaptation approach.
Experience:
- The applicant must hold an MS/MA/MPH in
public health or related field - Five or more years’ experience in M&E
of family planning programs with international development programs. - Excellent knowledge of monitoring and
evaluation principles and practices is essential. - Demonstrated capacity to use project
M&E to advance strategic goals and provide data for decision-making. - Proven ability and skills in data analysis
and synthesis, performance evaluation and correction, and report writing. - Detailed working knowledge of M&E
related to family planning, reproductive health, HIV/AIDS and adolescent
health. - Competency in training, institutional
capacity-building, citizen participation, and advocacy and public policy
is highly desired - Excellent presentation and communication
skills - Written and oral proficiency in English,
and verbal communication skills in one or more local languages. - Computer literacy and working knowledge of
statistical software (such as SPSS, STATA,) and familiarity with Microsoft
Word, Excel, PowerPoint, and Access (or similar tools) is preferred. - Exhaustive knowledge of USAID data
collection and reporting requirements is highly desirable. - Possess the ability to travel up to 25% of
