About U-Report:
U-report continues to grow as does the demands on the program from government, NGOs, other UN agencies and UNICEF itself. To meet the information requirements being placed on U-report by partners at all levels, UNICEF Uganda requires an enthusiastic, hard-working, determined Data Analyst to ensure that data integrity is improved and that trends are identified and analysed effectively for publication in the media, online and throughout Parliament.
The U-report program uses mobile technology through SMS to provide a forum of opinion and information sharing for youth and children in Uganda. Using a crowd-sourcing approach to initiate an SMS dialogue with the members (‘U-reporters’) the ultimate aim of the program is to stimulate citizen-led and youth-led development.
Key Duties and Responsibilities:
- Work closely with Alive team to provide real time communication support between U-reporters and field officers during quarterly FHDs exercise.
- Work closely with partner organizations engaging directly in the U-report dashboards and provide training and support in their efforts working with the U-report system.
- Carrying out a pivotal role in identifying U-reporter’s stories for media publications and avail them to the requesting partners for use.
- Act as the key focal point for the Gates Foundation-funded IPA study on the creation of digital community scorecards with U-report and mTrac.
- Work in liaison with the World Bank Institute, create a repository of R scripts for statistical analysis.
- Perform daily U-report system tests to avoid malfunctions and making IT recommendations to the developers to improve how the system effectively handles incoming and outgoing data
- Steer in the identifying key U-reporters actionable messages and uploading them on “The U-reporters stories shared document”, forwarding them to the concerned partners and making follow-ups for positive results.
- Prepare polls to be sent and identify categories that the responses will be assigned to.
- Responsible for system performance and monitoring diagnostics.
- Mentor and train the system in artificial intelligence for auto-mated categorization of incoming SMSs.
- Conduct poll cleaning and re-categorization to ensure relevant data is re-categorized and assigned to the corresponding polls within the system.
- Develop key bi monthly reports highlighting emergency messages received for each of the UNICEF sections of Alive, Safe and Learning
- Carry out data review and analyze the current polls for publication in national press and parliamentary newsletters
- Review and Verify U-reporters recruited by partners to ensure their details are correctly captured by the system and allocated to their corresponding groups.
- Manage the Luo and Karamajong translation of messages for classification
- Perform any other tasks that will help ensure the success of U-report.
Qualifications, Skills and Experience:
- The candidate should hold a University degree in Informational Technology, or a related field as well track record of practical data Analysis
- A combination of an advanced degree and relevant practical experience may be substituted for the particular fields mentioned.
- At least four years’ experience performing data analysis and writing
- Past exposure and experience using online dashboards for data analysis
- Good understanding and knowledge of development issues, world affairs and current events
- A good understanding of UNICEF programmes and policy, including knowledge of communication, technology, youth participation and partnership goals.
- Strong writing and communication skills and the aptitude to handle competing messages and priorities with multiple audiences
- Possess the ability to travel and work in remote and sometimes insecure locations
- Prior experience working within Technology for Development is desirable.
- Residence and work experience in East Africa, current or past, is advantageous
