(ICRC)
independent international humanitarian organisation, which assists and protects
victims of armed conflicts and other situations of violence.
(URCS), provides services to people separated by conflicts and other situations
of violence in order to search for their family members and re-establish
contact between them, especially unaccompanied children.
Responsibilities:
- Establish and maintain contacts with
relevant authorities, organisations and stakeholders to discuss and follow
up issues related to Tracing/ Restoration of Family Links (RFL). - Explain the mandate and activities of the
Red Cross/ Red Crescent (RCI RC) Movement in the RFL domain. s Follow
closely and keep direct supervisor informed about activities and
initiatives undertaken by other organisations in relation to tracing/RFL
(i.e. Unaccompanied minors (UAM), refugee populations, ex-abductees)
Tracing /RFL activities:
- Work closely and systematically with
relevant staff in URCS to provide regular technical support (including
joint field trips, assessments) towards the implementation of tracing /RFL
activities - Jointly carry-out assessments with URCS on
RFL needs / registration and follow-up of UAM). - Maintain and organise monthly meetings
with key URCS Tracing staff on pending items and documents key issues,
analyses and action points discussed. - Pro-actively contribute to the development
of strategies and modules for – and participate in the implementation of –
training for URCS Tracing staff and volunteers - Support URCS in the implementation of
tracing dissemination activities where relevant
Systematically follow up handling and management of cases by the URCS,
related to UAM, monitoring individual file management, application of
correct tracing procedures, and correspondence with other ICRC Delegations
in the region. - Actively facilitate contact between UAM
and URCS (or other relevant organisation) and follow up on the handling of
these cases.
- Receive visitors with potential
tracing/RFL needs - Open and treat tracing cases according to ICRC
criteria and where relevant, contact UNHCR or other humanitarian NGOs to
refer cases for possible assistance - Update all cases regarding UAM and
ensure regular follow up of these cases (be it with URCS or other ICRC
delegations) - Manage correspondence to other ICRC
delegations, National Societies and UNHCR regarding tracing cases handled
exclusively by ICRC. - Maintain close follow up with the URCS
regarding cases treated jointly by URCS/ICRC. - Obtain necessary clearances and documents
from the relevant authorities (Office of the Prime Minister, UNHCR) in
cases where cross border family reunions are to be performed. - Works closely with URCS to ensure that all
necessary arrangements have been done regarding the transfer,
accommodation and meals for the UAM to be repatriated - Coordinate with relevant ICRC delegations
and URCS regarding cross border family reunions
- Actively contribute to the analysis of
tracing/RFL needs, strategies and activities and propose adaptations,
where relevant. - Contribute to various institutional
reporting, (Adhoc, Monthly, Bi-annually and Annually) regarding
tracing/RFL activities in Uganda. - Brief new staff and / or delegates on
tracing/RFL activities in Uganda - Actively take part in the adapting of
Protection database management procedures to align with the needs of the
delegation and also update the database with information on cases.
Experience:
- The applicant must hold a University
degree and strong knowledge of organisational management - A minimum of four years’ work experience
in similar field - English language proficiency i.e.
excellent command of spoken and written English - Advanced computer skills including
Database usage - Team leadership and capacity building
skills - Ability to represent ICRC and build
networks with Government and other humanitarian actors - Good planning, organizational and
analytical skills - Sense of responsibility and ability to
take initiative and work independently - Good communication and interpersonal
skills - High degree of flexibility and willingness
to work outside working hours - Excellent reporting skills
