over’ thirty years it has been implementing Food Security and Livelihoods, Nutrition,
Water, Sanitation and Hygiene programs in Lira, Apac, Oyam, Otuke, Gulu,
Kaabong, Napak and Moroto Districts.
Coordinator steers the development of accountability processes across all
programmes and operations in the mission, through the establishment of clear
benchmarks for risk management, accountability and quality. He/she is
responsible for early detection of un-sound practices, for proposing corrective
measures and ensuring their enforcement. The PQA Coordinator will offer
technical support to projects in the implementation of Monitoring Evaluation
and learning systems. The jobholder mainly focuses on the organization’s
quality & accountability and projects monitoring evaluation and learning
inline the agreed framework/protocols and ACF Uganda strategic plan for
2014-2015.
Responsibilities:
- Steer the strengthening of ACF capacity to
ensure general organization quality and accountability in order to
maximize the impact of its humanitarian and development programs and
reduce risks - Advise the CD on designing and
implementing appropriate systems and processes in order to mitigate the
effects of controllable risks in the implementation of programs and
operations. - Technically review and revise reports to
donors and ensure systematic compliance with donor requirements and in
particular ensuring that reports reflect an actual representation of field
implementation activities. - Carry out independent verifications on the
degree of satisfaction of beneficiaries; propose corrective measures
through formal reporting and follow-up of the methodical implementation of
recommendations. - Be focal person for setting-up and
managing homogeneously independent feedback and grievance mechanisms. - Work in close collaboration with finance,
HR and logistics departments, facilitate formal refresher /training
sessions and provide on-going coaching to staff on risk management, code
of conduct, the mandate and ACF principles and linkage between program
accountability and quality through participatory inclusive approaches all
level and location. - Support the Country Director and the
Logistics Coordinator in enforcing security protocols and participate in
assessing risks.
- Offer assistance and back-up to PMs, the
M&E officers and program department in developing M&E plans, data
collection and database systems that capture the required information
based on the log frame and implementation plans. - Ensure M&E officers and program
department is measuring the progresses and achievements of projects (in
assessment, design, monitoring and evaluation) against set objectives. - Provide trainings to staff of projects and
partners on monitoring and reporting through on job training, coaching and
organized sessions. - Perform special reviews and promote the
use of participatory documentation involving beneficiaries, institutions
and partners of all projects as assigned by the Country Director. - Work closely with the TECH-CO, organise
and coordinate donor visits, design TORs for external evaluations of
projects and provide support during the evaluation exercises. - Analyze results from M&E and document
lessons learned of different project for dissemination throughout the
mission.
Experience:
- The ACF PQA should hold a Master degree in
humanitarian affairs, international development or other social /
developmental sciences. - A minimum of three to five years’ proven
experience in the Monitoring, Evaluation and Accountability of
humanitarian programs. - Demonstrated knowledge of international
humanitarian context and standards - Excellent Written & Spoken
communication skills in English are a must; strong organizational, coaching
& training skills, and is detail-oriented - Excellent analytical skills and ability to
explain complex concepts in straight-forward language. - Computer literacy skills i.e. qualitative
and quantitative data skills (SPSS, Sphinx, Excel); Good knowledge and understanding
with Management Information Systems (Databases) - Possess the capacity to take decisions,
take initiative to choose priorities and to arrive at results consistently
and independently. - Excellent interpersonal skills, ability to
work both independently & cooperatively as a member of a team at all
levels. - Possess a keen interest in &
commitment to the humanitarian principles of Action Against Hunger and
available to report immediately.
