provide humane conditions and services which help them to regain their dignity.
We build and refurbish prison medical and educational facilities to provide
innovative services and work to change the attitudes of the societies we serve
when it comes to criminal justice issues.
Job Summary: The Health
Programme Manager will offer guidance and management support to the APP health
department. The health lead will promote health and social wellbeing of men,
women and children in prisons through increasing access to health care services
in prisons in Uganda. The target beneficiaries’ are the prisoners, prison staff
and prison communities in selected prisons. The health programmes will
undertake a number of activities including start-up activities for health projects
in Ugandan prisons. The person will manage and support the existing and new
programmes within the APP strategic direction and lead the initiation of new
Health and Nutrition Coordination activities as agreed by the senior management
Team. The Health programme manager ensures that the management and implementation
best practices are applied to all our Health interventions implemented by APP
in Uganda prisons. The Health Programme Manager will take the leadership role
in planning and implementing select project objectives and activities expected
in developing the health projects including research construction and awareness
building in line with APP strategic direction agreed. In addition, the Health
Programme manager will assist with the preparation of project proposals as
necessary, and will undertake technical support visits to provide oversight and
mentoring in all project areas.
Key Duties and
Responsibilities: 
Programme Support: for all heath sector projects:
  • Provide management and strategic lead for all
    health project activities
  • Responsible for the coordination of the
    partner and subcontractor inputs and activities on the project to ensure
    all external deliverables are met in line with the externally agreed
    deliverable timetable:
  • Responsible for the monitoring and
    evaluation of the health projects
  • Develop and implement a management
    framework for the health project team
  • Actively coordinate the provision of
    management strengthening support to the health department at APP
  • Carry out field support visits to health
    projects implemented in selected prisons to provide supervision and input
    on project implementation
  • Ensure that the APP Logistics and
    Procurement policies are followed in all areas of health and nutrition.
  • Assist the development of programme plans
    and proposals as necessary including
  • Planning, Monitoring, Evaluation, and
    Reporting in line with the agreed donor contracts and implemented in good
    time.
  • Work closely with the M&E manager to support
    the development of M&E tools for APP health projects and contribute to
    project monitoring as agreed with Management of APP.
  • Compile and submit a monthly report of
    activities and plans according to the agreed work plans and donor
    reporting requirements.
  • Actively contribute to project documentation
    such as lessons learned and case studies as
  • necessary
Representation: Represent APP at UPS district Prison level
meetings and workshops as necessary
Qualifications, Skills and
Experience: 
  • The Health Programme Manager should hold a
    Development related degree with experience and/or qualification in project
    and / or programme management or equivalent. Past working experience or
    training health is highly desirable.
  • Extensive knowledge of both theoretical
    and practical aspects of project/programme management
  • Working knowledge of project /programme
    management techniques
  • Proven experience in people management
  • Proven experience in strategic planning
  • Past experience in risk management
  • Proven experience in change management
  • Computer literacy skills i.e. Proficient
    in project management software
  • Critical thinking and problem solving
    skills
  • Good planning and organizational skills
