improve equal access to quality education in Africa through a variety of
different interventions. We focus on primary and pre-primary education and
livelihoods/agriculture programming, and are starting a new 3-year Early
Childhood Development (ECD) Programme in the coming months.
Manager will be key in ensuring the projects and programmes are effective, on
budget and impactful. They will manage a team of 10-15 national staff and
expatriate volunteers across 3-4 offices in Northern Uganda. Based in Gulu,
they will be primary representative of African Revival in Uganda and take
overall responsibility of representation of the organisation in-country. The PM
will be responsible for coordinating and managing the overall planning and
implementation of the country programme strategy for Uganda. They will be
tasked to maintain positive donor relations in country, explore new funding
opportunities and support the UK office in their fundraising needs.
Responsibilities:
- Develop in conjunction with the other
senior staff a new 5-year Organisational Strategy for AR - Develop new project and programme
proposals in conjunction with Programme Director - Quickly respond to Uganda based calls for
proposals, letter of enquiries, etc from institutional donors - Assist in writing concept notes and full
proposals to grants, foundations and institutional donors - Significantly contribute to the development
of new projects and/or programmes for Uganda through reviews of existing
projects/programmes and through research into new potential project areas - Conduct needs assessments for new schools
in the Acholi Region to provide a basis for development of new projects - Collect and compile data on schools for
the UK Fundraising Team for the development of funding proposals - Continue the planned shift into private
provision of education in Uganda
- Take overall responsibility for the management
of all staff within AR Uganda offices - Agreeing work plans, priorities and
reporting with staff - Maintain good inter-team communications,
engender good team dynamics, and take suitable action if/when problems
occur - Ensure that all policies are adequately
explained to staff and subsequently enforced - Effectively delegate HR responsibilities
to the project coordinators and ensure that these line managers are fully
aware of their responsibilities
- To take overall responsibility for the
management of all projects in Uganda - To directly manage the implementation of
Jumpstart! Our up-coming Early Childhood Education Programme - Ensure compliance with donor
requirements/agreements - Develop and oversee implementation plans
and targets that will ensure that all agreed and funded projects are
delivered in a timely and cost effective manner - Carry out monitoring visits to sites to
ensure work is on target
- Prepare and produce the yearly core budget
in collaboration with the Programme Director - Oversee project/programme expenditure and
ensure budgets are adhered to - Alert the Programme Director if any
project/programme will go over budget
- Ensure that AR becomes more results and
impact focused and that our implementation is planned, implemented and
monitored with the use of empirical primary and secondary data - Ensure that all individual projects and
programmes are monitored and evaluated to determine the impact of these
projects/programmes and determine any changes needed to increase impact of
future projects/programmes
- Be the focal contact person of the
organisation within Uganda, improving our brand awareness - Network in the field with organizations
relevant to the work of AR International - Represent the organisation at relevant
national, district and partner meetings - Lobby for funds from in-country sources,
particularly within Kampala - Play a key role and advocate in national
and regional dialogues on relevant matters to the organization - Create and build new relationships and
partnerships with larger NGOs, unilateral and multilateral funding bodies
- Provide concise bi-monthly reports on
projects/programmes, HR management, and general challenges to Programme
Director - Provide technical input into donor reports
Experience:
- At least two to four years’ experience
working in the International Development Sector, preferably in education,
or a related field - 1-2 years experience in a management
position, preferably managing a diverse team, understanding and motivating
each member - Post-graduate degree preferred in relevant
field, e.g. International Development, Project Management, Education
although with the right experience this is not required. - Past exposure and experience of working
overseas, in Uganda or sub-Saharan Africa preferred - Possess good knowledge and understanding
of education and livelihoods programming in the developing world, and
knowledge of Early Childhood Development is highly desirable. - Good working knowledge of project design
to meet donor requirements, DFID, EU, Comic Relief etc. - Strong track record of building and
maintaining donor relations and securing funds - Strong understanding and awareness of
financial management and budgeting - They will have worked overseas, preferably
in Uganda or sub-Saharan Africa and be aware of the challenges such
working environments create. With a head office in Gulu, the ideal
candidate will be happy to be based in a medium-sized town with frequent
field trips to rural locations. - Possess a good track record of
multi-tasking and work under pressure, juggling a large number of
different and complex duties at once. - Past experience of project, HR and financial
management, programme design and donor reporting and be able to relay our
message to potential donors and partners in Uganda. - The candidate must be highly motivated to
develop and improve themselves in all areas within the role where they
lack previous experience. - Be hungry to work as part of a young and
