based in Cape Town, SA, dedicated to providing education and support to
pregnant women and mothers living with HIV, and preventing mother-to-child
transmission. Since its inception, m2m has reached more than one million
mothers in seven countries. Founded in Cape Town in 2001, m2m is a partner in
the United Nations’ Global Plan towards the Elimination of New HIV Infections
among Children by 2015 and Keeping their Mothers Alive.
Program Manager will oversee m2m’s direct implementation programming in Uganda,
including program planning, relevant staff management, training, and program
quality improvement.
Responsibilities:
- Significantly contribute to strategic
planning of m2m operations in Uganda; - Steer the development and implementation
of m2m’s annual programme plan including goal-setting and work-planning
for programme improvement; - Assist the Country Coordinator and Country
Finance Manager with budget preparation in line with work plan; liaise
with Finance for payments, and monitor programme expenditures - Oversee all programme field operations and
actively oversee programme expansion and rationalization; - Manage the planning and delivery of all
training activities for m2m field staff (Site Coordinators, Mentor Mothers
and Community Mentor Mothers), as well as other linkage facilitators and
community structures m2m works with; - Act as the vision holder for m2m Uganda’s
programme management procedures and protocols, facilitating ongoing
refinements and utilization by m2m program staff – including QA/QI tools; - Act as project coordinator for select
donor awards, including budget management, programmatic reporting, and
relationship management with donors. - Programme review and improvement
- Actively facilitate regular team reviews
that focus on programme issues/concerns regarding implementation and
operation, proposed solutions and next steps; - Work in liaison with the M&E team to
initiate site service quality assessments and other programme quality
improvement processes to maintain high quality services in line with key
performance metrics; - Actively coordinate data use for program
decision making; analyze program data and modify program-activities
accordingly.
- Manage Regional Managers,
Training/Community Liaison Coordinator and M&E Coordinator; provide
support, supervision and performance management to promote high quality
service delivery; - Develop terms of reference/facilitate
contracting of consultants in accordance with the needs of the programme.
- Ensure close working relationships with
MoH technical officers and partner organizations to ensure harmonized
efforts at regional and site level for all sites service delivery - Represent m2m at regional and national
level in collaboration with the Country Coordinator
Experience:
- The applicant must possess a Master’s degree
or equivalent in public health or nursing sciences - A minimum of seven years’ experience in
the field of public health and/or NGO sector including at least three
years of consistent program management at senior level - RMNCH/PMTCT/HIV AIDS program management or
coordination experience at the regional or national level - Excellent organisational, communication
and management skills - Additional training and facilitation of
adult learning - Routine program monitoring and data
utilization for decision making - Excellent writing skills
- Demonstrated skills in planning, budgeting
and budget monitoring; able to ensure good stewardship of human, financial
and material resources - Sound financial and administration
experience - Highly pro-active and self-disciplined
- Dynamism, independence, creativity
- Fluency in English is essential
- Computer Literacy skills i.e. Microsoft
packages - Possession of own car and valid driver’s
license desirable
