Job Summary: The M&E
Officer will be mainly responsible for supporting the programs/projects staff
in the preparation of the Annual Work Plans and Budgets, collecting information
from each stakeholder and, implementing means of verification and control of
this information. He/She will report directly to the Team Leader – Karamoja
with whom he/she will work to prepare the consolidated Annual Work Plans and
Budgets. He/she will work closely with all implementing partners for all
components to ensure timely delivery of M&E data.
Key Duties and
Responsibilities: 
  • Actively participate in the design of the
    monitoring and evaluation system with particular reference to the Logical
    Framework and indicators identified during the design stage of the program
  • Plan for and provide technical support to
    program/project in assessments, designing, annual planning and
    evaluations.
  • Compile and produce progress and
    performance reports to the program/project team for effective decision
    making.
  • Disseminate MAP guidelines, tools and
    standards to the program/project staff
  • Develop and administer performance
    monitoring tools to track program indicators in line with the program
    implementation plan.
  • Offer technical support and guidance to
    the staff, beneficiaries and other stakeholders on program performance
    monitoring and evaluation according to program implementation plan and
    donor requirements
  • Carrying out baseline surveys (training,
    implementation, data cleaning, analysis and final reports).
  • Review of monthly databases for monitoring
    project progress as per M&E plan for program and projects.
  • In charge of dissemination of monthly
    results in a user friendly format to facilitate project learning and rapid
    response.
  • Mentor, coach and train field staff on the
    M&E plan
  • Carry out quality assurance visits to test
    monitoring data quality
  • Use and train staff on innovative
    targeting tools (coping strategy index, CSI) and the Ten Seeds Technique
    approach
  • Maintain a data management system using
    Excel, Access, SPSS or other data management and analysis software.
  • Participate in and/or coordinate the
    timely collection and analysis of all program performance data and success
    stories.
  • Perform field visits to document best
    practices, conduct case studies, and carry out spot checks on data
    reported;
  • Coordinate with INGO partners to ensure
    the M&E plan is implemented and high standards of data quality are
    withheld
  • Actively participate in other M&E
    activities as required.
Qualifications, Skills and
Experience: 
  • The candidate must ideally hold a bachelor’s
    degree in statistics, demography, agriculture or related social sciences;
  • Demonstrated capacity to work
    independently, take initiative and manage a variety of activities
    simultaneously;
  • A minimum of four years’ professional
    experience in implementing, monitoring and evaluation systems of
    agricultural, WASH, health and rural development projects; proficient in
    written and spoken English.
  • Proven ability to work cooperatively as a
    member of a team.
  • Computer literacy skills i.e. capacity to
    use data entry and analysis software such as SPSS, MS Access, MS Excel,
    etc.
