Communications Officer
EU, Ireland, Netherlands, Norway, Sweden and the UK) established the Democratic
Governance Facility (DGF) which provides harmonized and coordinated support to
state and non-state partners in Uganda within the following three components:
- Deepening Democracy Component,
- Rights, Justice and Peace Component and
- Voice and Accountability Component.
management and implementation of the programme components as agreed by the
DGF-Steering Committee while observing the DGF Board’s strategic direction. In
addition to the Head of Programme (HoP), the PMU has a Finance and
Administration Department, a Results and Communication Unit and three DGF
component teams, consisting of a Component Manager (CM) supported by a small
team of program and project officers.
Communications Officer will produce materials and technically support the PMU
to appropriately communicate about the DGF and publicize its achievements with
a wide range of stakeholders. The role of the ECO is to implement one of the
key mandates of the RCU, namely to “publicize achievements of the DGF
appropriately and communicate well with a wide range of stakeholder audiences”.
The ECO will work within the framework of the DGF Communication Strategy, and
will be expected to collaborate closely with all staff members in the Programme
Department and with the Finance and Administration Manager in the
accomplishment of his/her work.
Responsibilities:
- Oversee DGF’s visibility and recognition
policy - Produce communications materials to ensure
better public understanding of the DGF’s work, including the public
version of the DGF Annual Report and quarterly newsletters; - Maintain an informative and attractive DGF
website, with the support of the Results and Communications’ Assistant
- Offer editorial and quality assurance
support to program staff to enhance readability and presentation of their
documents, power-point presentations, articles, and strategy documents. - Assist in quickly responding to requests
and maintaining good communication with external stakeholders, as well as
handling other related assignments as delegated by the RCM and the HoP; - Technically support DGF programme staff in
organizing external communication of DGF organized events, if/when
required;
Experience:
- The applicant should hold a Communications
degree from a recognized University, preferably to Master’s level. - A minimum of five years’ professional
experience working in the field of external communication and knowledge management,
preferably related to democratic governance and development assistance. - Excellent analytical, writing,
communication and presentation skills are a key requirement. - Additional qualifications related to
democracy, justice, human rights, and accountability is an advantage. - Excellent writing, editorial and
presentation skills - Possess the ability to contextualise and
summarise key messages for effective communication to different audiences; - Excellent inter-personal and communication
skills and capacity to build effective professional relationships; - Good knowledge of the media landscape in
Uganda; - High level of IT skills and experience
with desk-top publishing; - Sound knowledge of design and lay-out of
publications.
