EU, Ireland, Netherlands, Norway, Sweden and the UK) established the Democratic
Governance Facility (DGF) which provides harmonized and coordinated support to
state and non-state partners in Uganda within the following three components:
- Deepening Democracy Component,
- Rights, Justice and Peace Component and
- Voice and Accountability Component.
management and implementation of the programme components as agreed by the DGF-Steering
Committee while observing the DGF Board’s strategic direction. In addition to
the Head of Programme (HoP), the PMU has a Finance and Administration
Department, a Results and Communication Unit and three DGF component teams,
consisting of a Component Manager (CM) supported by a small team of program and
project officers.
Component Manager, Voice and Accountability oversees the day-to-day management
of DGF activities to strengthen Local Accountability Networks and Partnerships
as well as activities geared to improving basic service delivery to poor,
vulnerable and socially excluded groups in Northern Uganda and other targeted
areas, including context analysis and promotion of best practice; guidance and
supervision of PMU staff; oversight of the partnership agreements and
monitoring and evaluation of results achieved.
Responsibilities:
- The Deputy Component Manager is
responsible for guidance, support and supervision of the two Programme
Officers and the Project Officer within the V & A team. He / she will
oversee the day- to-day management of accountability and anti-corruption
programming within the Voice & Accountability Component, including
achievement of agreed targets. The key areas of responsibility are: - Guide, support and supervise the Programme
Officers responsible for sub-components 1 & 2 within the V & A
Component of DGF. - Manage the working relationship with
programme partners and stakeholders, as agreed with the CM. - Offer input to the development and
supervision of annual work plans and budgets of DGF and its partners. - Approve narrative & financial reports
received from partners; - Approve requests for budget reallocations
and revisions by partner organisations; - Oversee contracting and procurement
processes as appropriate, and in line with DGF rules and regulations, in
relation to designated partners. - Steer dealing with ‘difficult cases’ –
including any problems in the working relationship with designated partner
organisations and any suspicion of mismanagement or corruption; - Collate and report on results, challenges
and lessons learned across DGF’s work on accountability and
anti-corruption; - Prioritise and plan capacity building
support to partners, as required; - Identify, and act upon, possible areas for
collaboration and synergy between DGF partners, strengthening linkages
between them and promoting collaboration and innovation; - Ensure compliance with DGF’s Finance &
Admin Manual & Partnership Manual; - Ensure that ‘cross-cutting’ issues (such
as gender, youth & land) are adequately addressed within the V & A
Component’s work, including in planning, implementation and reporting. - Work in liaison with the Project Officer
and the Finance Team to ensure that all administrative and operational
tasks are accomplished in a timely manner and to a high quality for
professionalism - Perform any other assignments as delegated
by the CM
- The Deputy Component Manager will be
responsible for M&E of all partnerships and projects supported under
subcomponents 1 and 2 of the V&A component. This will be done in close
collaboration with the Results & Communication Unit of DGF. M & E
responsibilities will include: - Carry out regular field visits, often with
Programme Officers and / or Programme Accountants, to meet with DGF
partners and to assess the progress of DGF-supported interventions and the
quality of management and financial management performance; - Oversee management and implementation of
relevant M & E plans; - Monitor and report on the progress of
DGF-supported work against the indicators, milestones and targets for the
‘Local Accountability’ sub-component of the DGF log-frame; - Identify, at an early stage, any problems
(or prospective problems) with project management and , a) bring them to
the attention of the CM and, b) initiate appropriate remedial action with
the partner as quickly as possible. - Steer the process of drafting progress
reports and implementing review processes, including Mid-Term Reviews and
Evaluations.

familiarity with, development processes in Uganda, particularly with regard to
strengthening accountability to improve the quality of service provision and to
tackle corruption at all levels. He/she will work closely with the staff under
her / his management to provide ongoing context analysis and provide input to
DGF management on appropriate strategies in this programmatic area, based on
best practice in Uganda and elsewhere:
- Significantly contribute to planning and
implementing DGF’s strategy for strengthening downward accountability
related to service delivery, including representing DGF on relevant
coordination bodies and working groups, such as the Accountability Working
Group. - Offer direction and guidance to DGF staff
& management on appropriate intervention strategies accountability and
the fight against corruption at local and national level, including
current policy processes, institutional frameworks and ongoing
interventions by other state and non-state actors. - Work with the CM & other V & A
team members to develop and maintain strong and constructive relationships
with key relevant governance and development actors, including other
development partners, civil society organisations, state accountability
institutions, the media, etc. - Understand and promote best practice in
bottom-up accountability and anti-corruption programming approaches by DGF
and amongst its various partners and stakeholders. - Build and foster synergies with other
components and identify opportunities for cross component cooperation,
coordination and information sharing. - Actively participate in overall PMU
management processes, including membership, along with the CM, on the
Senior Management Team.
Experience:
- The applicant must hold a Masters Degree,
in areas such as development studies, good governance, project management
& administration, public policy, economics or political science from a
recognized University. - A minimum of ten years’ experience in the
management of development programmes and projects in the realm of
democratic governance. - Significant experience of accountability
and anti-corruption processes. - Substantial experience of managing grant
making processes, including ongoing support and supervision of grant
recipients. - Proven leadership and motivational
ability. - Past exposure and experience of working
constructively and strategically with government institutions, civil society
organisations and other non-state actors, including providing capacity
building support; - Working knowledge of ongoing developments
and best practice in the areas of bottom-up accountability and tackling
corruption; - Past exposure and experience in managing
professional staff and working collaboratively within a team - Good knowledge and understanding of the
operating environment and key development actors in Uganda - Excellent leadership, motivational and
staff management capabilities - Possess the ability to quickly understand
and adhere to complex management rules and procedures. - Excellent knowledge of budget and contract
preparation and management; - Strong skills in results based monitoring
and evaluation. - Strong partnership management, capacity
building and organisational development abilities; - Excellent report writing skills.
- Familiarity with key strategies and
mechanisms for strengthening accountability and tackling corruption; - Skills in Human resource management
