About ACF:
Action Against Hunger (ACF) is an International Humanitarian NGO. For over’ thirty years it has been implementing Food Security and Livelihoods, Nutrition, Water, Sanitation and Hygiene programs in Lira, Apac, Oyam, Otuke, Gulu, Kaabong, Napak and Moroto Districts.
Job Summary: The Nutrition Coordinator is a member of the coordination team of ACF mission in Uganda. He/she provides strategic guidance to the mission in all matters related to nutrition. He / she will be mainly responsible for:
- The development of a nutrition strategy of the mission
- Representing ACF in nutrition fora
- Taking lead in advocacy and communication activities in the same docket
- Ensuring qualitative implementation of nutrition projects
- Promoting mainstreaming of nutrition sensitiveness in all ACF programs.
Key Duties and Responsibilities:
1. Design and development of the nutrition strategy of the mission:
- Take lead in the assessment and analysis of the national context in terms of nutritional issues (severe and moderate acute malnutrition and chronic malnutrition issues), with particular regard to the underlying causes, seasonal and geographic trends, linkages and correlation with other Food Security and Livelihood (FSL), Water, Sanitation and Hygiene (WASH), healthcare, and resilience aspects. Keep him/herself informed on trends and changes in the context.
- Intuitively analyze and understand national policies and positioning of donors and stakeholders (other organizations, research institutions) with regards to their strategy to address nutrition issues, coverage and gaps.
- Based on the above, identify potential areas where ACF capacities and competences might contribute to address malnutrition issues in the country.
- Work closely with mission field teams, HQ Nut Advisor and the Country Director, the NUT-CO is responsible for the design of a realistic and effective nutrition strategy of the mission.
- Steer the process of designing operational plans for the implementation of the said strategy with clear indicators of achievement, timeframes and resources needed.
- In collaboration with the coordination team, Country Director and with technical support from HQ Nut Advisors, take the lead in developing proposal to be submitted to donors for funding of nutrition approaches; and / or contribute to multi-sectoral proposal development in collaboration with the Country Director and other Technical Coordinators.
- The jobholder will also be responsible for the implementation of the above mentioned strategy, for leading processes and activities according to coherent approaches, ensuring qualitative delivery, monitoring of progresses and proposing corrective measures and periodical revision of the strategy.
2. Represent ACF in national and regional fora:
- Represent ACF in nutrition/health meetings at capital level and on the field, when delegating is not feasible.
- Ensure that PMs coordinate on a regular basis with all relevant partners at local level and participate to monthly technical coordination forum.
- Work closely with the Country Director in representing ACF at nutrition programs (those in Uganda but also those in other Countries when lessons learnt and best practices are deemed relevant also for the Ugandan context) vis-a-vis donors and stakeholder.
- In coordination with the CD, participates in the representation vis-à-vis donors with the objective of raising funds for new programs at national level.
- Coordinate, exchange information and collaborate with homologues of other missions of ACF in the region.
3. Advocacy and External Communication:
- Actively coordinate with health & nutrition government authorities at national level, NGOs, UN agencies and stakeholders.
- Maintain a constant communication flow and debate with the HQ technical advisor on most relevant researches, studies and innovations available on the international scene which might be relevant to the Ugandan context.
- Be the promoter for the dissemination (and the adoption) of new studies, researches, methodologies, products and innovations through the organization of workshops and debates with national stakeholders.
- Maintain a constant communication flow and debate with the HQ technical advisor on the identification of nutrition issues which deserve to be brought to the attention of the general public, media, stakeholders and government institutions.
- Be the primary promoter of alliances and movements with other stakeholders for the design and the development of advocacy and communication campaigns on thematic issues as mentioned above.
- When deemed relevant, in consultation with the HQ technical advisor and with the involvement of other national stakeholders, be the promoter in the preparation of positions papers.
- Participate and actively contribute to studies and researches both at national and regional level.
- Contribute to national and regional debates and disseminate ACF International positions regarding nutritional issues.
4. Overall Management of the Activities:
- Offer oversight to projects
- Manage the work of the field teams and provide formal constructive feedback. This includes (not exhaustive) the support in running activities ranging from CMAM, supplementary feeding, capacity building of counterparts, IYCF and micronutrient supplementation campaigns.
- Supervise the evolution of the projects and re-orient them if needed; in coordination with the Country Director and the HQ technical advisor, negotiate with donor any eventual amendment.
- Conduct several field visits to the field, including visits at community level, courtesy calls to local authorities and briefings with teams; provide formal feedbacks. Indicatively, at least two weeks every two months should be spent in the field. Before every field visit a ToR must be shared with the Project Managers, EMERGENCY-CO and TECH-CO. CD is in copy of the communication.
- Offer technical support, coaching and training.
- Ensure technical support and capacity building of the teams through coaching, technical updates, training (ToTs) and ad hoc technical sessions.
- Responsible for Nutrition mainstreaming in non-nutrition projects.
- Ensure orientation, trainings and coaching of non-nutrition staff of ACF to ensure that nutrition sensitiveness is embedded in all phases of the design and implementation of WASH, DRM/Resilience and FSL projects.
- Be responsible for ensuring that nutrition is mainstreamed into all projects of ACF in the Country starting from the project design to its implementation.
- Coherence and quality of program.
- Ensure that the technical protocols, manuals and guidelines used in the field are in line with ACF tools and with national guidelines.
- Analyze the program activities and results with respect to international and national indicators (Sphere, MoH and ACF standards); propose modifications if need be, in collaboration with the HQ technical advisor.
- Continuously collect data and information to keep him/herself informed on nutrition needs in different regions of the country; propose actions (assessments, surveys, program implementation) accordingly.
- Organize evaluation / exploration missions, and keep aware of the evolution of the medical and nutritional situation in the most affected areas of the country. According the needs identified, propose feasible and effective actions to the CD.
- Actively participate in the identification of potential source of funding and lead the identification of possible interventions. In collaboration with the team and under the technical guidance of the HQ technical advisor and the strategic supervision of the country director, lead the preparation of project proposal.
5. Reporting:
- In close consultation with the HQ technical advisor and the CD, responsible for the elaboration of reports to donors according to contractual formats and deadlines.
- Prepare technical monthly reports (compilation of the activities on the base(s) and activity report) with a qualitative look at the programs (sent to bases and to the HQ). Internal reports should include the activity progress report (APR) in respect with the mission format.
- Validate documents and reports before dissemination to partners, including supplies orders. For external dissemination of reports, final validation by HQ and CD are requested.
- Compile and prepare reports on case studies and pilot projects to ensure appropriate follow up in evolution/changes of approaches.
6. Human Resources Management and Supervision:
- Work in close collaboration with the HR department, ensure the support to the field teams for all matters concerning human resources for the nutrition department in order to ensure the retention and performance of motivated and competent staff.
- Ensure that all nutrition personnel are evaluated at least once a year.
- Ensure that the PMs follow the appropriate human resources procedures and rules for recruitments or any other HR activity.
- Analyze and validate the organizational chart and TORs of the program department in collaboration with the HR department and the CD
Qualifications, Skills and Experience:
- The Nutrition Coordinator should hold a first Degree in Medicine, Human Nutrition, Public Health or related discipline
- At least five years’ progressive work experience.
- Comprehensive knowledge and understanding of IMAM and IYCF in the Uganda context
- Strong understanding of the UNICEF conceptual framework, of under-nutrition (UNICEF, 1991)
- Excellent interpersonal skills and the ability to support, motivate, and train field staff
- Superior qualitative and quantitative analytical skills.
- Past exposure and experience in developing concept papers, logical frameworks, donor proposals and reports.
- Possess the ability to work independently, set realistic goals, and work within agreed timelines.
- Computer literacy skills i.e. Highly proficient in MS Word, Excel, internet, and email.
