Childhood Care and Education in Emergency (ECCE) project among the South Sudan
refugees in Adjumani.
incumbent will be responsible for supporting PLAN Uganda, Adjumani office in
improving the quality of and access to preschool education/ ECCD in order to
promote the optimal physical, emotional, social, psychological, and cognitive
development of children aged 0 to 5 years. The jobholder will also technically
support to the emergency team, including expanding and mainstreaming ECCD best
practice models, improving the capacity of ECCD facilitators, documenting and
disseminating ECCD models and materials.
Responsibilities:

- Conduct knowledge and skills gaps among
ECCD caregivers/facilitators and other key associated stakeholders and
develop capacity building plans to address identified capacity building
needs. - Develop/adapt relevant/appropriate
training curriculum for training ECCD caregivers/facilitators, Canter
Management Committees, Parents Groups and any critical stakeholders
associated with ECCD. - Deliver relevant training for ECCD
caregivers/facilitators, Canter Management Committees, Parents Groups and
any critical stakeholders associated with ECCD to enable them to support
appropriate ECCD activities including sustainability of ECCD
interventions. - Make sure that all relevant trainings are
conducted and/or supervised, monitored, evaluated to ensure the effectiveness
of ECCD/CFS staff. - Technically support coaching and mentoring
of ECCD caregivers/facilitators to enable them to more effectively implement
preschool education activities. - Offer on-going technical supervision to
ECCD caregivers/facilitators and relevant stakeholders to provide quality
ECCD emergency response interventions. - Maintain the database to monitor ECCD
children and facilitators and promote capacity building initiatives. - Offer technical guidance and assistance in
the establishment of new ECCD centers - Recruit, train and coach local staff as
per guidelines and regulations - Supervise local staff and create a
positive and productive working environment - Create and maintain duty schedules
- Regularly evaluate and mentor staff as per
guidelines
appropriate parenting and community based programs:
- Strengthen parents and community
engagement in the running and support to ECCD center and outreach
services. - Mobilize and educate parents and community
members to participate in ECCD interventions within the centers and at
community level. - Support the formation, training and
operationalisation of strong CFS/ECCD Center Management Committees for
each of the centers. - Actively coordinate with all the key
partners in the district to enhance mutual support and establish a strong
humanitarian networking framework. - Render support in the documentation and
sharing of learning, knowledge and experience generated from Plan Uganda’s
Education/ECCD interventions as widely as possible. - Compile and submit weekly and monthly
reports in writing, including ECCD stock reports, order overviews and
asset inventory
- Representative of Plan in the Education
and sometimes Child Protection Working Group meetings in Adjumani
district. - Develop strong and sustainable
relationships with local and international NGOs, Government departments
and UN bodies involved in Education/ECCD work. - Ensure strong internal programme
integration and external programme coordination with relevant stakeholders. - Stay abreast of the latest developments
within the ECCD field and to share best practice within and outside Plan
Uganda. - Provide support to Plan teams and
communities to identify and access resources that will enable them to meet
the needs of ECCD children.

- Support the Adjumani team in compiling the
Concept papers/ proposals of preschool education/ ECCD projects are
prepared for submission to donors. - Performs additional duties as per the
request of the Emergency ECCD Specialist
Experience:
- The ECCD Officer should preferably hold a Bachelor
degree in Education/ECCD or related fields. - At least two years’ professional
humanitarian experience. - Past exposure and experience in community
development or with NGO. - Significant experience of implementing
and/or managing programs for children 0-5; - Past experience of managing projects,
including project design, monitoring and evaluation (i.e. preparation of
documents and reports for external dissemination). - Prior experience of and demonstrated
ability to effectively network with a diverse range of organizations and
government bodies - Experience of working with Refugee
communities - Excellent writing, facilitation, and
organizational skills. Prior demonstrated results within the UN system or
INGO is an asset. - Excellent command of the English language.
- Strong drive for results and ensuring
timely delivery of quality products. - Proven ability to work in a multi-cultural
environment and establish harmonious and effective working relationships. - Computer literacy skills, including
Internet navigation and various office applications (i.e. advanced MS
Office skills, specifically in MS Word and PowerPoint) - Detailed understanding of and commitment
to development work emergency and development context, especially
Education/ECCD interventions, child rights, community-based development concepts,
approaches and processes; - Extensive knowledge and understanding of
the needs of children ages 0-5, their caregivers, teachers, and local stakeholders; - Demonstrated empathy and positive attitude
towards children ages 0-5, their caregivers, and other stakeholders; - Good English skills;
