for planning, implementation, monitoring and evaluation of child protection
emergency interventions for refugees from South Sudan.
- Conduct regular
assessments of child protection issues in all geographical areas where the
South Sudanese refugees are located and used the findings and information
for improving UNICEF child protection interventions. The assessments
should ensure the participation of children, young people and care givers
and ensure that their views are taking in consideration in designing
and/or improving the UNICEF child protection interventions. - Under the general
coordination of UNHCR, actively participate in the establishment of a child
protection reporting system to be used by all partners; participate in
interagency assessments, and participate in the child protection capacity
building of all agencies working for South Sudanese refugees to ensure
that child protection is mainstreamed in their work. - Provide, mentoring and
technical support to UNICEF child protection partners to set up, implement
and report on child protection activities, including birth registration,
registration, family tracing and reunification of separated children,
protection against violence, abuse and exploitation, peace building and
conflict resolution, access to child friendly psychosocial support, legal
support, education, mental health, etc. - Work in liaison with the
local governments representatives such as Community Development Officers,
Police, District Probation and Welfare officers, etc. in the districts and
sub-counties where the South Sudanese refugees are located and ensure that
their capacity to provide services to both refugee children and children
living in host communities are strengthen. - Coordinate with UNHCR
and other agencies and platforms, including Red Cross/ICRC and participate
in inter-agency meetings, including for child protection, SGBV organised
by OPM and /or UNHCR at field level, to ensure that there is a well-coordinated
child protection response, including for cross border and reunification
between South Sudan and Uganda for unaccompanied and separated children. - In close collaboration
with UNHCR provide technical support and guidance to partners who are registering
separated and unaccompanied minors and contribute to the establishment of
systems for following up on their cases giving priority to those most in
need. - Offer technical
support and guidance to Guide and manage the implementation of the Rapid
FTR for the registration of separated and unaccompanied children by
partners, including providing inputs and recommendations for improvement
to the UNICEF global technical support team into the functionality of the
RFTR and participation in the RFTR evaluation. - Provide quality
regular reports and contribute to the development of donor reports and
fundraising proposals - Conditions of Service:
Gulu based position with the expectation of 75% of time to be in the field
e.g. in all the locations where South Sudanese refugees are located.
Absence of organized infrastructures (government, social, economic and
communication). Lack of normal living conditions, (e.g., community living,
food, schools, threat to staff’s well-being and stressful situations, long
working hours and limited recreational facilities.
- The applicant should
preferably hold an advanced University Degree in Social Sciences
preferably in Anthropology, Social Development, Social Work or other
related field. - Five or more (5) years
progressively responsible international professional work experience in
child protection, including in emergency. - Fluency in written and
spoken English - Candidate must have a
good understanding of the political situation, the situation of children
affected by emergency and armed conflict and complexity of the post-
conflict in Uganda. In particular, s/he must have a good understanding of
child protection issues and the protection of children in situations of
post conflict (including release and reintegration of CAAFGS,
unaccompanied and separated minors) and the capacity to understand and
manage the implementation of innovations in technology for improving the
child protection in emergency. - The incumbent must
exercise excellent political judgment and diplomatic skills as s/he will
be dealing with a number of highly sensitive issues.
