been supporting youth-led development for over 15 years. We focus on three key
areas of young people’s lives: livelihoods; sexual and reproductive health; and
civic participation. All of our programmes are designed, implemented and
monitored and evaluated by young people.
Programme Manager will oversee our Programmes Directorate. In this exciting new
role, the successful candidate will be responsible for ensuring all Restless
Development Uganda’s innovative, youth-led programmes adhere to organisational
quality standards and deliver results.
- Steer programme strategy, planning and
development - Significantly contribute to organisational
strategy and direction through membership of the Leadership Team - Responsible for personnel management
- Technically support organisational
fundraising and partnerships efforts - Support effective financial management
across all programmes
liaison with the Head of Operations, Programme Managers in each region and
Monitoring, Evaluation and Research Manager, specific responsibilities include:
- Ensure that programme design and
implementation aligns to the organisation’s global programme
quality standards - Significantly coordinate and provide
strategic leadership, guidance and technical support to development of
thematic sectors and specific projects - Build, strengthen and oversee mechanisms
for shared learning across programmes - Technically support the Programme Quality
Directorate in the annual programme planning process, including technical
inputs and quality measures - Ensure all programmes have effective
monitoring and evaluation systems that generate learning and deliver
accountability - Technically support timely and accurate
documentation and dissemination of programme results internally and
externally - Assist the Head of Operations in the
implementation and monitoring of all longer term programmatic goals and
objectives as outlined in the national strategy
- Serve as a member of the organisation’s
Leadership Team, upholding - organisational values and acting as a role
model at all times - technically support the development of strategic
partnerships, including representing Restless Development at relevant
public events - Work with the Head of Operations to
produce regular reports on programme performance for the Leadership Team
and national board to inform decision making - Act as the main liaison for programme
quality issues with the International Programme Quality Directorate and
other Restless Development offices, sharing best practice and coordinating
support in priority areas
- Build, mentor and manage direct reports
- Ensure that all staff in the Programmes
Directorate have up to date performance objectives and
career development plans - Design and lead training and other
capacity-building initiatives for staff in the Programmes
Directorate and others - Ensure organisational policy is adhered to
by the programme team - Strengthen internal systems and processes
for shared learning between the different programme teams and
across the organisation
closely with the Country Director and the Fundraising and Partnerships Manager:
- Technically support compliance with
current donor agreements, including timely reporting - Significantly contribute to the
development of donor proposals, reports and PR materials to secure funds
and visibility for Restless Development - Actively coordinate required input into
proposals from the Programme Managers - Ensure that programmes are adequately
resourced, including proactively identifying strategic leads and new
concepts
with the Country Director and the Leadership Team:
- Manage the development of annual budgets
for all programme units in line with the national and global strategy - Technically support Programme Managers to
regularly monitor their unit budget - Ensure Restless Development finance policy
is adhered to by programme staff
working on weekends and holidays for which time off in lieu can be taken.
Experience:
- The applicant must hold a Graduate-level
Degree in relevant field of study or equivalent work experience - Up to date knowledge of relevant national
and international frameworks in the areas of youth livelihoods, sexual and
reproductive health, and civic engagement - Proven leader with at least three years of
experience in international development designing and implementing
programmes - Past exposure and experience supporting
youth-led and youth-focused programming across thematic areas relevant to
Restless Development - Prior experience managing a team,
including distance management - Past exposure and experience designing and
developing multi-year funding proposals for a range of donors - Excellent written and verbal communication
skills - Excellent partnership skills, including
experience of coalition working - Excellent analytical skills; ability to
present complex information concisely - High degree of credibility to lobby,
influence and represent Restless Development at all levels - Exhibit commitment to the organisation’s
mission and values - Past exposure and experience producing
written briefings and other materials for external and internal audiences - Experience of participatory research
approaches - The individual must be results orientated,
highly self-motivated and have demonstrated analytical skills. - The successful candidate will thrive in a
