Job Summary: The Senior Procurement
Officer will mainly spearhead the effective and efficient management of the
procurement and disposal requirements of the Commission.

Key Duties and Responsibilities:
- Takes charge of the Procurement and Disposal Unit of the
Commission - Works closely with end-users to compile all procurement
requirements of the organization - Directs and guides the suppliers and service providers on
procurement procedures - Intuitively verifies documentation relating to
procurements and disposals of the Commission for easy use by all
interested parties - Works closely with Accounts to ensure availability of
procurement funds - Developing procurement and Disposal Plans for the
Commission - Responsible for the planning and Controlling Procurements
and Disposals of the Commission - Providing timely technical assistance and advice to the
accounting officer, Contracts Committee and other stakeholders in the
Commission - Evaluating procurement requirements and recommending
appropriate procedures - Works closely with the user departments to prepare
specifications and terms of reference - Preparing bid documents in line with PPDA Act and other
relevant regulations for public procurements - Drafting contracts/agreement documents for the Commission
to be submitted to the SG for approval - Perform any other lawful duties as may be assigned by the
supervisor from time to time.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s Degree in
Procurement/Purchasing and Supplies Or a Bachelors Degree in any of the following discipline:
Business Administration or Commerce (Procurement and Supplies option) or Level 6
(Graduate Diploma in CIPS Professional qualifications from the Chartered
Institute of Purchasing and Supply (CIPS) - The applicant must have attained at least five years’
experience in procurement work from a reputable organization is required - Excellent interpersonal & communication skills
- Past training on the new PPDA procedures
- Good ICT skills
- Excellent minute writing skills
- Good report writing skills
- Hold a clean track record and testimonials from the
previous employers are required
Age: 28 years and above
