About LGFC: 
Local Government Finance Commission (LGFC) envisions “a Uganda with
Financially Sustainable Local Governments that provide Efficient and Effective
Services.” LGFC exists in order: “to Ensure Effective Mobilisation and
Equitable Distribution of Financial Resources for Service Delivery in Local
The long-term objective of LGFC is “to establish and maintain an
appropriate balance between the services devolved to local governments at
different levels to match with the financial resources generally, and such
resources currently flowing from central grants, locally generated revenues and
Key Duties and
  • Provide well researched technical advice
    for the Directorate of Research and Policy Analysis as a basis for
    formulating advice on all matters concerning the sharing of revenue between
    the central and local governments.
  • Carry out analytical and statistical
    research and providing alternative solutions on issues of concern to the
  • Offer a feedback mechanism on policy
    implementation and regulatory issues through monitoring and evaluation. v
    Spearhead the development of strategic plan for the
  • Commission.           
  • Work closely with the Ministries,
    Departments, Agencies or Local Governments to develop cross sectoral plans
    and programmes.
  • Perform Cost -Benefit Analysis for
    policies relating to the Commission.
  • Manage the OBT for the Commission.
Qualifications, Skills and
  • All candidates should hold an honors
    Degree in Economics, Commerce, Business Studies, Statistics or Social
    Sciences plus Masters Degree in Public Policy Management from recognized
  • A minimum of three years’ experience in a
    relevant field.
  • Extensive knowledge and skills of Output
    Budgeting Tool (OBT) management is a must.
  • Strong capacity for policy management
    including analysis of recent Government policies
  • Possess a good understanding of Government
    budgeting process
  • Possess the ability to plan, organize and
    coordinate intersectoral programmes affecting Local Governments
  • Must be a team player with innovative
Age: 30 years and above
