Assets Authority (PPDA)
is established under the PPDA Act No.1 of 2003 to formulate policies and
regulate procurement and disposal practices in respect of all procuring and
disposing entities which include Central Government Ministries and Departments,
Local Governments, State Enterprises, Constitutional and Statutory Bodies and
post primary training institutions.
will support the Manager Legal and Advisory Services in the role of providing
legal advice to the Authority and other stakeholders.
Responsibilities:
- Continuously review relevant developments
in public procurement and disposal at international and regional levels
with a view to adopt best practices for regulation of Public Procurement
and Disposal Systems. - Work closely with stakeholders, both
public and private in the development of the Public Procurement and
Disposal standards and practices - Develop standard bidding documentation,
common specifications standards, and manuals on their application and any
required amendments to the law. - Develop guidelines and circulars in
respect of Public Procurement and Disposal - Represent the Authority in courts of law
and the PPDA Appeals Tribunal. - Prepare legal opinion and undertake
research on matters relating to the mandate of the Authority. - Offer legal advice on Procurement and
Disposal procedures to the Authority, Entities and stakeholders. - Make sure that the Legal Chambers of PPDA
is compliant to the requirements of the Law Council and best practices - Handle Management advisory Committee
cases. - Perform any other assignments as may be
required from time to time.
Experience:
- The applicant should hold an Honours
degree in Law from a recognized university. - Possession of a Post Graduate Diploma in
Legal Practice. - Be an Advocate of the High Court in
Uganda. A Credit in both Maths and English at O’ Level. - At least three years’ relevant experience
in a reputable organization - Practice in a law firm would be an added
advantage - Good investigative and analytical skills
- Excellent communication and presentation
skills - Good knowledge of the public procurement
regulatory framework in Uganda - Good knowledge of computer applications
- High standards of integrity
- Result and team oriented
- Excellent interpersonal skills
- Possess the ability to work under pressure.
