About Restless: 
Restless Development is a youth-led international development agency
currently working in Africa and South Asia. In Uganda, Restless Development has
been supporting youth-led development for over 15 years. We focus on three key
areas of young people’s lives: livelihoods; sexual and reproductive health; and
civic participation. All of our programmes are designed, implemented and
monitored and evaluated by young people.
Job Summary: The Head of
Operations is the second most senior staff member at country level, the
successful candidate will work alongside the Country Director and have the
following responsibilities:
  • Oversight of all aspects of the
    organisation’s internal performance.
  • Significantly contribute to organisational
    strategy and direction, including deputising for the Country Director as
    required.
  • Leadership of the human resource
    management function.
  • Oversight of all operational systems and
    processes.
Key Duties and
Responsibilities: 
1. Oversight of all aspects of organizational performance 40%
Working closely with the Country Director and the Leadership Team:
  • Take lead in regular review of
    organisational performance across all units, proactively identifying and
    addressing challenges while profiling achievements
  • Steer the strategic planning and review
    processes in line with Restless Development’s national strategy in Uganda
    and the global strategy
  • Responsible for performance management of
    the Senior Programmes Manager, Monitoring, Evaluation and Research Manager
    and Administration and Logistics Officer.
  • Technically support the Country Director
    and Leadership Team in the oversight of non-programmatic teams
  • Support the Country Director to develop
    and engage the Leadership Team in the growth and development of Restless
    Development Uganda
  • Act as the primary link between Restless
    Development Uganda and International on operations, including submission
    of regular review reports
2. Contribute to organizational strategy and direction 20%
Working closely with the Country Director and the Leadership Team:
  • Serve as a member of the organisation’s
    Core Leadership Team, upholding
  • organisational values and acting as a role
    model at all times
  • Take lead in the coordination of the
    organisation’s Extended Leadership Team, ensuring continued engagement in
    organisational decision-making
  • Compile and produce regular reports on
    organisational performance for the Leadership Team and national board to
    inform organisational decision-making
  • Deputise for the Country Director as
    required, including external representation
  • Technically support the development of
    strategic partnerships to leverage new resources and increased profile for
    the organisation
  • Significantly contribute to the
    development and review of the global strategy through participation in
    global decision-making processes
  • Leadership of the Human Resource
  • Anticipate and plan for future staffing
    requirements in line with the organisation’s growth and
    development
3. Management function 20%
  • Ensure full implementation of performance
    management and staff development systems across the
    organisation
  • Technically support Managers to
    effectively lead recruitment, induction and probationary review processes
    for their teams
  • Steer the development and review of the
    staff training and development plan
  • Foster and sustain a values-based culture
    across Restless Development Uganda
  • Monitor and advise on staff disciplinary
    and grievance matters
  • Ensure adherence to organisational policy
    and procedure in line with Restless
  • Development Uganda’s policy manual and
    national legislation
  • Ensure internal staff communications
    systems are in place and running smoothly
  • Work closely with government authorities
    to secure permits and permissions for all international staff and
    volunteers as required
4. Oversight of all operational systems and processes 15%
  • Ensure robust operations across the
    organisation, including leading and developing systems to support Field
    Offices
  • Management of the Jinja Head Office
  • Work with the Country Director to ensure
    effective risk management across the
  • organisation, including leading regular
    assessment and review processes
  • Take lead in the development and review of
    annual operational plans across all units
  • Act as the organisational focal point on
    safety and security, ensuring all staff understand and comply to
    organisational policy
  • Review internal and external audit reports
    and coordinate required follow up to ensure all recommendations are
    addressed promptly and effectively
5. Other 5% Perform any other duties as required, sometimes
requiring work on weekends, for which time off in lieu can be taken.
Qualifications, Skills and
Experience: 
  • The Head of Operations Graduate-level
    Degree in relevant field of study, or equivalent work experience
  • A minimum of four years’ experience in
    programmes, operations, and/or human resources management
  • Past exposure and experience of leading a
    team, including distance management
  • Prior experience leading/supporting
    strategic planning and review processes
  • Demonstrated success in fundraising and
    partnership development
  • Excellent financial management skills
  • Excellent written and verbal communication
    skills
  • Excellent interpersonal and team-working
    skills, including ability to coordinate multiple teams to deliver results
    on time and to a high standard
  • Knowledge of relevant national and
    international strategies and frameworks in the areas of youth livelihoods,
    sexual and reproductive health and civic engagement
  • Commitment to Restless Development’s
    mission and values
  • Working knowledge of local employment law
    and other relevant legislation is preferred
  • Past experience designing and developing
    risk management systems is an added advantage
  • The successful candidate will be results
    oriented, have demonstrated analytical skills, be forward thinking and be
    able to drive high internal performance to maximise impact.
