About Us:
The Belgian Development Agency, BTC and the
Ministry of Health will soon start the implementation of the project
“Institutional Support for the Private-Non-For Profit Health Sub-Sector (PNFP)
to Promote Universal Health Coverage in Uganda”. The objective of the project
is to “Contribute to strengthen service delivery capacity at district level to
effectively implement PHC activities and deliver the Uganda National Minimum
Health Care Package (UNMHCP) to the target population”. The project is centred
on the following principles:
Ministry of Health will soon start the implementation of the project
“Institutional Support for the Private-Non-For Profit Health Sub-Sector (PNFP)
to Promote Universal Health Coverage in Uganda”. The objective of the project
is to “Contribute to strengthen service delivery capacity at district level to
effectively implement PHC activities and deliver the Uganda National Minimum
Health Care Package (UNMHCP) to the target population”. The project is centred
on the following principles:
- Coherence and alignment with the national Ugandan policies
- Strengthening of the partnership between MoH and PNFP in
order to: Provide Public oriented quality service, strengthen functional
integration of the health system and Increased financial accessibility for
the poor - Strategic options: Combined geographical concentration
(for functional integration) and country-wide coverage (for partnership
modalities) and, developing sustainable financial modalities for PNFP
(Performance Based Financing – PBF).
Job Summary: The Project Accountant
will support the project manager and the ITA on a variety of administrative and
finance-related tasks.

Key Duties and Responsibilities:
- Implementing all project financial and accounting/
reporting procedures. - Monitoring of the project budget and managing the
financial planning. - Processing and monitoring of project accounts to guarantee
their accuracy. - Responsible for financial management of the project and
providing follow-up at a regional level. - Intuitively monitor cash flow
- Ensuring consolidation, control, reporting and analysis of
financial and accounting data for the project - Manage the project procurement and all logistics matters.
- Oversee all petty cash transactions.
- Maintain and update records of all transactions and raise
payments; ensuring that the codes & amounts are accurate. - Perform any other duties as assigned by the supervisor.
Qualifications, Skills and Experience:
- The Project Accountant should hold a University degree in
fields related to administration and accounting - Professional training (ACCA, CPA, CIMA or similar
certification) will be an added advantage - At least five years’ experience in accounting and project
administration; - Very good understanding of local governments,
international organizations or NGOs; - Working understanding and knowledge of accounting
programs, excel and word will be considered a strong advantage; - Mature, good communicator and team player;
- Possess the ability to work under stressful conditions,
overtime working and undertaking field missions
