About Restless: 
Restless
Development is a youth-led international development agency currently working
in Africa and South Asia. In Uganda, Restless Development has been supporting
youth-led development for over 15 years. We focus on three key areas of young
people’s lives: livelihoods; sexual and reproductive health; and civic
participation. All of our programmes are designed, implemented and monitored
and evaluated by young people.
Job Summary: The Programme Manager  will technically support an exciting new
programme in Karamoja that builds on our successful Youth Empowerment Programme
(2010-13). Restless Development will partner Reproductive Health Uganda to
increase demand for, and supply of, SRH information and services for Karimojong
youth. The programme will train young Karimojong to lead community initiatives
promoting safe sex and health service uptake. Over three years these youth will
empower their peers in schools and youth groups to make informed SRH choices,
delivering a tailored curriculum including a focus on gender roles and
gender-based violence, as well as supporting livelihoods development
The
Programme Manager will head up our field office in Moroto. S/he will be responsible
for the successful delivery of the new programme, working through a team of
talented young staff. S/he will oversee all partnership management, and ensure
effective financial, grant and personnel management.

Key Duties and Responsibilities: 
1. Programme
strategy, design and delivery 25%
Working
closely with the programme team:
  • Steer the design, implementation and regular review of
    work plans and budgets
  • Manage the development of all training curricula and other
    programme guidance for staff and peer educators
  • Ensure high quality recruitment, training, placement, and
    support and supervision technically support the officers to collect,
    analyse and report against programme targets
  • Carry out field visits to review programme progress,
    sharing feedback and overseeing effective follow as required
2.
Partnership development and management 15%
  • Identify, develop and manage relevant programme
    partnerships with government, donors, NGOs and other key stakeholders
  • Oversee smooth management of RHU partnership
  • Manage all events to raise the profile of the programme
  • Represent Restless Development in local and national
    forums and platforms
  • Technically support the Sector Working Group on Youth and
    other relevant networks
  • Ensure quarterly reporting of our activities to local
    government and participation as required in meetings and events
3. Grant
Management 15%
Working
closely with the Fundraising Unit at Head Office:
  • Ensure timely and accurate internal financial and
    narrative reporting to enable continual programme review and improvement
  • Work closely with the programme, finance, and monitoring
    and evaluation teams at Head Office to ensure timely development and
    submission of external reports
  • Support communications with donors and partners in
    collaboration with the Partnerships Manager
4.
Financial planning and management 15%
Working
closely with the Finance Unit at Head Office:
  • Take lead in the development, management and regular
    review of the programme budget
  • Technically support the development of donor budgets and
    expenditures reports
  • Support development of annual programme budgets and
    quarterly reforecasts
  • Ensure financial policy and procedure is adhered to by the
    team
  • Ensure that value for money is obtained
5.
Personnel management 15%
  • Coach, mentor and manage subordinate team, serving as a
    role model at all times
  • Coordinate training and other capacity-building
    initiatives for staff as required
  • Provide guidance and expertise to the Leadership Team at
    Head Office as required
  • Ensure human resource policy and procedure is adhered to
    by team
  • Ensure volunteer and staff welfare with support from the
    Senior Manager
6.
Office management 10%
  • Lead on communications with Head Office, coordinating
    support for all units
  • Ensure safety and security policy is adhered to, acting as
    focal point for risk management in the North
  • Ensure office and assets are safe and secure at all times
7.
Other 5%:
Perform any other duties as required. Occasionally working on
weekends and holidays for which time off in lieu can be taken.
Qualifications, Skills and Experience: 
  • Possess Graduate level degree (Degree, Masters) in
    relevant field of study
  • At least four years’ experience in programme management,
    including proven experience of managing large and complex programmes
    relating to youth sexual reproductive health, livelihoods and/or civic
    participation
  • Excellent partnership development and networking skills
  • Excellent numeracy skills with strong experience in budget
    management
  • Detailed knowledge and understanding of project cycle
    management
  • Good understanding and practical experience of youth
    development in Uganda
  • Excellent verbal and written communications skills
  • Past exposure and experience of donor management and
    reporting
  • Possess the ability to lead, inspire and develop a
    talented team, including experience of managing young staff with limited
    experience
  • Excellent problem-solving skills and ability to make sound
    operational decisions
  • Strong team player able to work under own initiative
  • Willingness to travel to rural areas as required
  • A strong personal commitment to the values of Restless
    Development
  • Past experience of supporting youth volunteering
    programmes is desirable
  • Experience of working in Karamoja is an added advantage
  • Experience leading training and capacity-building
    initiatives with young people
  • The applicant must be results orientated, highly
    self-motivated and have demonstrated analytical skills.
