About NSSF: 
The National Social Security
Fund (NSSF) is a Provident Fund mandated to provide social security to its
members as prescribed by law under CAP 222 (Laws of Uganda) through efficient
management of members’ contributions. The NSSF asset base is currently over
Ugx. 4 trillion, making the Fund one of the largest players in Uganda’s
economy.
The National Social Security
Fund (NSSF) is positioning itself to be the Social Security Provider of Choice

Job Summary: The
Portfolio Manager (Fixed Income) will source for investment opportunities,
generate investment ideas, present investment initiatives, advise and
coordinate the Implementation of investment decisions to achieve the required
level of return.
Key Duties and Responsibilities: 
  • Assess
    the viability of investments and providing appropriate recommendations for
    decision making.
  • Monitor
    all existing investments/ projects implemented and appraise those in the
    pipeline to; identify and manage specific risks.
  • Perform
    investment analysis and appraisals on investment proposals submitted to
    the Fund and preparing investment analysis reports.
  • Work
    closely with the Analyst(s) to initiate and identify investment
    opportunities in line with the Fund`s investment policy
  • Monitor
    the overall investment climate through research and recommending
    investment opportunities.
  • Initiate
    and identifying investment opportunities in line with NSSF’s investment
    policy.
  • Execute
    the approved investment decisions and monitor the funds invested by the
    Fund.
  • Actively
    participate in Treasury dealings, structuring of investments and
    negotiating with Banks or other relevant third parties.
  • Coordinate
    the implementation of investments and monitor the performance of
    investment projects through progress reporting.
  • Work
    closely with and manage external financial advisors.
  • Work
    together with the Risk department to identify the risks on the investments
    and recommend risk mitigation measures for approval
  • Compile
    and prepare periodic investment and income reports
  • Monitoring
    collection and recording of NSSF Income on investments in conjunction with
    Finance Department to ensure that it is done on time and in line with the
    reporting framework (IFRS, regulatory etc)
  • Prepare
    Board papers on investment opportunities and feasibility studies for the
  • Management
    Investment Committee, the Board of Directors and the Minister as required
  • Identifying
    procurement needs of the portfolio and preparing terms of reference for
    service providers e.g. financial advisors on due diligence activities
Qualifications, Skills and Experience: 
  • The
    candidate should hold a business related degree with professional
    accounting or finance qualifications such as CPA, ACCA, CFA or an
    equivalent Professional qualification such as ACCA or CPA
  • At
    least six years’ experience in a large financial institution or reputable
    organization.
