About URF:
The Uganda
Road Fund (URF) is a body corporate established by Uganda Road Fund Act 2008 to
finance the routine and periodic maintenance of public roads. URF strives to
provide effective and sustainable financing of maintenance for public roads,
build partnerships with stakeholders and serve with uttermost integrity.
Job Summary: The URF Manager Policy and
Strategy will oversee all research, development and implementation of the
fund’s policies, strategy, plans and reports to ensure achievement of URF’s
goals and objectives.
Key Duties and Responsibilities: 
  • Perform Technical, Strategic and Policy Research;
  • Oversee and coordinate the development and implementation
    of URF’s Business strategy;
  • Manage and report on annualized implementation of the 3
    and 5 year road maintenance plans of the fund;
  • Develop and implement Business, Operational and Management
    systems, 2G Road Fund business processes, work flow streams standard
    operating procedures, policies and procedures for URF;
  • Manage and coordinate implementation of the 5 year
    corporate plan of the fund;
  • Manage and coordinate URF reporting schedule, prepare and
    disseminate monthly, quarterly, and annual reports of the fund;
  • Responsible for mainstreaming sector plans, policies and
    standards into URF operation;
  • Providing for URF’s presence and participation in the
    transport sector forum;
  • Oversee formations and operations of District Road
    Committees;
  • Advise Management on new Strategic changes in the sector;
  • Perform any other duties assigned by the Executive
    Director from time to time.
Qualifications, Skills and Experience: 
  • The applicant should possess a Bachelor’s degree in
    Engineering, Economics, Statistics, Business Administration/ Commerce or
    related discipline;
  • Possess an advanced degree in Civil Engineering, Transport
    Economics, Public Policy, Public Administration and Management, Economic
    Policy and Planning, Business Administration, Statistics;
  • A minimum of ten years’ experience in policy and strategy
    development, and Project Cycle Management;
  • Working knowledge, understanding and experience in the
    road sector is an added advantage.
  • Excellent communication skills (internal and External),
    written and verbal;
  • Computer literacy skills (MS Office);
  • Quality and Deadline orientation;
  • Good team Player;
  • Excellent Organizational Skills.
