About CHAI: 
The Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems in the developing world and expanding access to care and treatment for HIV/AIDS, malaria and other diseases. CHAI’s solution-oriented approach focuses on improving market dynamics for medicines and diagnostics; lowering prices for treatment; accelerating access to life-saving technologies; and helping governments build the capacity required for high-quality care and treatment programs. Since its establishment in 2002 by President William J. Clinton, CHAI has worked on the demand and supply sides of the market to help more than 2 million HIV+ people access the medicines needed for treatment—representing nearly half of all people on HIV treatment in developing countries. Building on this model, CHAI has expanded its scope to include efforts to strengthen healthcare delivery systems and to combat malaria and childhood illnesses.
Background:
Worldwide, almost one in three child deaths is due to pneumonia or diarrhea, claiming over 2 million lives each year. Diarrhea alone kills roughly 750,000 children every year worldwide. In Uganda, about 27,000 children die annually from pneumonia, making it the leading cause of under 5 mortality. Diarrhea is responsible for approximately 10,000 child deaths, approximately 10% of all child mortality. Diarrhea and pneumonia are two of the most solvable public health problems. Safe, effective and affordable drugs to treat those suffering from Diarrhea and pneumonia exist. Low cost antibiotics, such as amoxicillin, can prevent the majority of pneumonia deaths. Oral Rehydration Salts (ORS) and zinc can prevent a majority of diarrhea-related deaths and dramatically improve child health. In Uganda, a program to scale-up diarrhea and pneumonia treatment is being undertaken by CHAI in partnership with the Ministry of Health, the National Medical Store and private sector stakeholders.
Job Summary: The Monitoring and Evaluation Coordinator will be responsible for leading and managing these research elements and for providing the thought leadership in designing and implementing robust M&E frameworks to support the Essential Medicines program in Uganda.
Key Duties and Responsibilities: 
  • Develop and implement a Monitoring and Evaluation framework to assess performance and impact of the Essential Child Medicines program in Uganda
  • Develop or update research tools, such as household surveys, facility and outlet surveys, standardized patient surveys, and supporting documents
  • Oversee and support partner organizations and/or contractors to conduct data collection
  • Offer technical assistance and direction in the study design of the program evaluation study, operational research studies, KPI reporting framework, and knowledge management
  • Conduct analyses of research results
  • Produce regular impact monitoring and evaluation reports, and  communicate main findings and conclusions through technical working groups in order to inform the Ministry of Health, donors, and other stakeholders
  • Support the marketing coordinator in the development and implementation of operational research and market research studies that will directly inform programmatic decisions around promotion strategy, training efficacy, and consumer product preference
  • Work closely with the Global Essential Medicines Team to ensure CHAI’s resources and expertise are fully leveraged to meet needs in-country
Qualifications, Skills and Experience: 
  • The applicant should have at least four years’ experience in managing field research
  • Possession of an advanced degree in public health, economics, business or a related field will be an added advantage
  • Excellent knowledge of program monitoring and evaluation methods (qualitative and quantitative), including experience developing monitoring and evaluation plans, tools, training materials, reports and summary forms
  • Excellent quantitative, problem solving, and analytical skills
  • Capacity to synthesize data into effective presentations of results to guide recommendations on performance improvement
  • Possess the ability to multi-task, prioritize, and be effective under tight deadlines
  • Meticulous work ethic and strong attention to detail
  • Tendency to overachieve or go above and beyond the required expectations
  • Excellent organizational and problem solving skills
  • Strong communication and writing skills
  • Ability to work independently
  • Passion for learning and developing new skills
  • High level of proficiency in Microsoft Office, particularly Excel, PowerPoint and Word
  • Proficient in a statistical software package, preferably STATA.
  • Detailed knowledge of global health issues is also highly desired
