Restless Development is a youth-led international development agency currently working in Africa and South Asia. In Uganda, Restless Development has been supporting youth-led development for over 15 years. We focus on three key areas of young people’s lives: livelihoods; sexual and reproductive health; and civic participation. All of our programmes are designed, implemented and monitored and evaluated by young people.
Job Summary: The Monitoring and Evaluation Officer will support an exciting new programme in Karamoja that builds on our successful Youth Empowerment Programme (2010-13). Restless Development will partner Reproductive Health Uganda to increase demand for, and supply of, sexual and reproductive health information and services for Karimojong youth. The programme will train young Karimojong to lead community initiatives promoting safe sex and health service uptake. Over three years these youth will empower their peers in schools and youth groups to make informed sexual and reproductive health choices, delivering a tailored curriculum including a focus on gender roles and gender-based violence, as well as supporting livelihoods development
The Monitoring and Evaluation Officer will provide support to ensure the smooth running of all monitoring and evaluation systems in our Moroto office. He/she will lead on reporting systems, including packaging and disseminating data generated for internal and external audiences. He/she will oversee the programme’s research, evaluation and learning activities and ensure effective management of all programme databases.

  • Lead all programme monitoring and reporting systems
  • Package and disseminate of learning generated
  • Lead programme research and evaluation activities
  • Manage programme data storage systems
Key Duties and Responsibilities: 
1. Lead monitoring and reporting systems 40%
Working closely with the Monitoring and Evaluation Unit at Head Office:
Lead on design and development of all monitoring and reporting systems and tools for the programme
Technically support programme team to utilise monitoring and reporting tools to capture information across programme indicators
Support the programme team to record and analyse the data captured
Design and lead training and other capacity building initiatives on monitoring and reporting systems for staff and volunteers
2. Package and disseminate learning 20%
Working closely with the Monitoring and Evaluation Unit at Head Office:
  • Analyse monitoring and reporting data and produce reports for timely dissemination to internal and external stakeholders
  • Organise multi-stakeholder review meetings and other internal and external fora to disseminate programme results and learning
  • Compile and prepare internal and /or external reports as required
  • Ensure learning is shared between Restless Development and RHU
  • Document case studies highlighting programme success
3. Lead research and evaluation activities 20%
Working closely with the Monitoring and Evaluation Unit at Head Office:
  • Steer the design and implementation of baseline and end line surveys working closely with the programme team
  • Technically support youth-led research initiatives as part of the programme cycle
  • Supervise the programme mid-point and final evaluations
  • Design and lead training and other capacity building initiatives on monitoring and reporting systems for staff and volunteers
4. Manage data storage systems 15%
Working closely with the Monitoring and Evaluation Unit at Head Office:
  • Technically support programme team in documentation and filing of all programme data using both on and offline systems
  • Establish and regularly update programme databases
  • Compile and produce reports drawing on data captured as required
5. Other 5%:  Carry out any other duties as required. Occasionally working on weekends and holidays for which time off in lieu can be taken
Qualifications, Skills and Experience: 
  • The ideal candidate should hold a Diploma or Degree in relevant field of study, or equivalent work experience
  • At least a year to two years’ experience in the development sector, including monitoring and evaluation (e.g. data collection, entry, cleaning, analysis, reporting)
  • Good knowledge and understanding of monitoring and reporting systems and tools, including both qualitative and quantitative methods
  • Detailed understanding of development issues, particularly in relation to youth livelihoods, health and civic engagement
  • Excellent IT skills, including Excel and Word
  • Excellent written and verbal communication skills
  • Excellent organisational skills and a sound, methodological approach to financial management
  • Prior experience in developing and maintaining administrative and financial systems
  • Excellent problem-solving skills and ability to make sound operational decisions
  • Strong team player able to work under own initiative
  • Willingness to travel to rural areas as required for monitoring visits
  • A strong personal commitment to the values of Restless Development
  • Past experience in training others in monitoring and evaluation tools and techniques is an added advantage
  • Past experience with relevant software packages such as EpiInfo is advantageous
  • Significant experience of supporting youth volunteering programmes
