About NSSF: 
The National Social Security
Fund (NSSF) is a Provident Fund mandated to provide social security to its
members as prescribed by law under CAP 222 (Laws of Uganda) through efficient
management of members’ contributions. The NSSF asset base is currently over
Ugx. 4 trillion, making the Fund one of the largest players in Uganda’s
economy.
The National Social Security
Fund (NSSF) is positioning itself to be the Social Security Provider of Choice
in Uganda. Our belief at the Fund is that each employee contributes directly to

Job Summary: The Chief
Investment Officer will be responsible for ensuring prudent investment of NSSF
members’ funds in line with NSSF’s investment policies and procedures and earn
a risk adjusted return.
Key Duties and Responsibilities: 
  • Strategically
    position NSSF as a source of long term financing so that NSSF is able to
    partner with reputable investment players/partner particularly in long
    term financing.
  • Actively
    participate and/or initiate schemes which promote the development and
    deepening of financial markets in Uganda that will help in diversifying
    the NSSF investment portfolio.
  • Co-ordinate
    the proactive identification of investment opportunities, appraisal,
    analysis and evaluation of investment proposals and provide
    recommendations to the Board for consideration.
  • Participate
    in strategic planning by providing input into the development of an
    investment strategy, related business and operational plans.
  • Develop
    investment policies, procedures and guidelines for different types of
    investments, in accordance with regulatory requirements
  • Steer
    the implementation of the approved investment programmes and oversee
    property development projects in liaison external partners.
  • Develop
    robust investment risk management model necessary for managing investment
    risks.
  • Proactively
    identify, conduct discussions/negotiate and offer indicative terms of investment
    with potential investment clients/partners and ensure that the Fund has
    adequate quality and acceptable pipeline deals necessary to achieve a
    balanced investment portfolio.
  • Maintain
    effective on-going communication and relations with co-investors once
    contracts are signed, provide up to date reports and ensure timely
    consultation on changes, queries or problems.
  • Work
    closely with the Administration Department on commercial properties,
    safety of investment assets and monitor the overall profitability of the
    investments
  • Work
    closely with the Legal teams to ensure that agreements/contracts signed
    are in line with the proposals approved.
  • Follow
    up with the technical team in the Ministry of Finance on investment
    proposal submitted for the Minister’s “no objection” and ensure adequate
    explanation is provided.
  • Develop
    robust investment models necessary for carrying out investment analysis
  • Manage
    and develop departmental staff; effectively allocate work; provide
    guidance and monitor performance of staff to ensure achievement of set
    goals and objectives
  • Guide
    the preparation of reports to the Investment Committee and Exco and
    prepare detailed reports and proposals to the Board and potential
    investors
  • Create
    a robust investment monitoring and evaluation framework to ensure
    achievement of investment objectives
  • Manage
    all property development projects, and liaise with Project Managers and
    external parties. Approve all budgets relating to property development,
    and monitor performance against budgets and deliverables
  • Work
    in liaison with the Finance and Commercial Departments in regard to
    preparation of the consolidated cash flow and financial planning issues,
    and on investment accounting issues.
  • Work
    closely with the Actuary on Investment related issues.
Qualifications, Skills and Experience: 
  • The
    applicant for the Chief Investment Officer should hold a Bachelors’ degree
    and postgraduate qualification in finance, economics, business
    administration and other relevant disciplines with specialization in investment
    and/or professional qualification such as CFA, ACCA and CPA
  • A
    Master’s degree in Business Administration and any investments related
    course
  • At
    least ten years’ experience in banking/financial institution at senior
    management level and five years at Senior Management level.
  • Significant
    experience of managing investments, including asset allocation,
    identifying trends and generating measurable returns. This experience must
    also have been gained in at least two of the following areas: hedge
    fund/equities, real estate, private equity and direct fixed income
    investments.
  • Practical
    experience in bond/bill/currency trading and structuring.
  • Demonstrated
    experience in equity valuation, equity trading and derivatives.
  • Advanced
    skills in financial modeling.
  • Proven
    ability to implement investment policy
  • Demonstrated
    leadership and negotiating skills.
  • Excellent
    analytical and problem solving skills
  • Good
    planning and organizational skills
  • Good
    networking and negotiation skills
  • Excellent
    judgement and decision making skills
  • Computer
    literacy skills
  • High
    business acumen capabilities and commercial awareness able to identify
    business/investment opportunities and harness them. The ability to
    identify investment opportunities to achieve risk adjusted returns.
  • Strategic
    and tactical asset allocation.
  • Good
    knowledge and understanding of the regulatory environment within which
    financial institutions and NSSF operate.
  • Personal
    selling, excellent writing and presentation skills.

  • The
    person should be of high morals and integrity.
