About SIDA Project:
Plan Uganda is implementing a three and half year (Oct 2012 – March 2016) SIDA funded youth employability project. The project is designed to support employment and improve the economic empowerment of young people in Kamuli and Tororo through a holistic and multi sectoral approach by especially engaging in agricultural value chains. The project seeks to increase access and utilization of financial services by young people; support young people acquire entrepreneurship, life and technical skills; Promote the public and private sector to support the employability of young women and men; and mobilize and strengthen youth led organizations/groups to actively engage the public and private sector in influencing decisions and policies on youth employability. The project is implemented in collaboration with partners in both the public and private sector. This is expected to result in: Improved knowledge, skills and employability among young people.
Key Duties and Responsibilities: 
  • Actively participate in mobilization of young people to engage in agricultural value chains including; agro input supply, production, agro processing and marketing.
  • Initiate and develop partnerships with agricultural value chain actors including; agro input suppliers, stockists, agro processors, agro produce buyers
  • Participate in the review of a 3 year project implementation plan, annual plans, and quarterly plans for effective project implementation.
  • Participate in the development, monitoring and review of annual and quarterly project plans in the programme area for effective budget administration.
  • Take part in the development and maintenance of a system for capturing, documenting and disseminating project experiences, achievements, lessons learnt and best practice to stakeholders while maintaining project records both electronically and in hard copies for accountability purposes.
  • Monitor project progress, develop and submit quality and timely reports to the project manager.
  • Develop and nurture cordial relations with implementing partners, the private sector, district officials, and other stakeholders in the programme area
  • Represent Plan International at relevant and /or related events/fora.
  • Monitor partnerships to ensure timely and quality delivery of the project, at all stages of implementation, and ensure efficient utilization and timely accountability of funds and other resources allocated to implementing partners in accordance with grant conditions
  • Participate in regular performance review meetings to assess project progress and to agree on any changes in strategy with the key project stakeholders
  • Participate in operational research related to the project.
  • Ensure Plan’s Child Protection Policy and guidelines are adhered to in project implementation.
Qualifications, Skills and Experience: 
  • The candidate should hold a Degree in Agriculture Economics or Economics/commerce;
  • At least four years’ working experience on agricultural value chains projects targeting young people;
  • Possess the ability to interact effectively with donors and partner organizations.
  • Past exposure and experience in report writing, and tracking of project budgets and other resources
  • Past experience in community mobilization approaches and coordination with government authorities /local authorities
  • Excellent community mobilization and project management skills, including partnership management.
  • Prior experience in advocacy and youth participation
  • Strong strategic and analytical thinking
  • Excellent interpersonal, analytical and communication (verbal and written) skills
  • Excellent communication skills, appropriate to the audience
  • Possess the ability to work with people from diverse cultures, ability to lead and motivate people to work in teams
  • Computer knowledge in Microsoft Office Software (Word, Excel spread sheets and
