About FINMAP
II
:
The Government of
Uganda has received funding from Development Partners to support implementation
of the Second Financial Management and Accountability Programme (FINMAP II).
The overall objective of FINMAP II is to strengthen Public Financial Management
Systems at Central and Local Government levels in a bid to ensure efficient,
effective and accountable use of public resources as a basis for poverty
eradication and improvement of service delivery.
FINMAP is wide
programme designed as the prime framework for Government public financial
management reform efforts. It comprises interventions both at central and local
governments and involves a number of components and a multiplicity of
stakeholders including Developments Partners. A high level Public Expenditure
Management Committee (PEMCOM) is in place to provide policy guidance for PFM
reforms.
It is funded through a
multi-development partner Basket Fund, the World Bank funded Local Government
Management and Services Project (LGMSD) and Government of Uganda. The current
phase is planned to be concluded by 30 June 2014, except that the World Bank
funded component is due to end by 31 December 2014.
Job Summary: The Database
Administrator will be responsible for technically supporting the relational
database management systems (RDBMSs) at the Ministry of Finance, Planning and Economic
Development Data Centre for the automated financial management systems in local
governments.
Key Duties and Responsibilities:
  • Maintain availability
    and integrity of LG databases through multiple access schemes.
  • Monitor the LG
    relational databases to optimize database performance, resource use, and
    physical implementations of the database.
  • Address various
    database integration issues including migration between disparate
    databases, integration, maintenance/ conversion, capacity planning issues
    and new application.
  • Monitor and maintain
    database security and database software.
  • Develop RDBMS test
    environments as may be required from time to time.
  • Actively facilitate
    sharing of common data by overseeing proper key and index management and
    data dictionary maintenance.
  • Monitor and manage
    database backups, logs , and journals together with systematic data
    restoration and/or recovery procedures required.
  •  Install, maintain and upgrade database
    software.
  • Maintain various
    database related documents such as manuals and programmers handbooks
    including developing GoU user unit tailored manuals, where necessary.
  • May provide 24 hour
    on-call support where required.
  • Maintains broad
    knowledge of state-of-the-art technology, equipment, and/ or systems.
  • Perform any other
    job-related duties assigned by management from time to time.
Qualifications,
Skills and Experience:
  • The ideal candidate should hold a
    Bachelor’s degree in IT related discipline such as Computer Science,
    Statistics, Mathematics, Physics and Business Administration.
  • Specialized Database Administration
    training and qualifications for common large RDBMSs e.g. Oracles, SQL are
    a must.
  • Past exposure and experience for at least
    two years directly related to duties and responsibilities as specified is
    essential.
  • Possess the ability to implement and
    troubleshoot programming changes and modifications, to program, configure,
    manage, and maintain the operation of complex relational databases.
  • Ability to develop and manipulate large
    complex data sets.
  • Detailed knowledge of computer and / or
    network security systems, applications, and hardware.
  • Comprehensive knowledge of data integrity
    methods and techniques.
  • Possess the ability to perform acceptance
    testing on computer systems, applications, and hardware.
  • Ability to install, maintain , modify, and
    upgrade database software.
  • Strong technical writing skills.
  • Knowledge of current technological developments/
    trends in area of expertise.
  • Possess the ability to operate on a
    scheduled 24-hour on-call basis.
  • Excellent interpersonal and communication
    skills.
